I would prefer Harrow because they should have more resources than AIS and they are using the UK educational system which is better in my opinion. Harrow in UK is very famous and so I have more faith in their brand. In future I would prefer my kids studying in UK more than in US.

According to the chairman letter, with immediate effect the debenture issue price is $5 mil and from the academic year of 2016, ie next year, the annual capital levy is $60k. The reason so to speak is for the phase 3 expansion and construction.

The school chairman letter was send out via school parent portal. You may confirm and ask for a copy from the admissions office

The chairman did not mention any increase in tge tuition fee. The fact is while there was no adjustment in annual capital levy between 2012 and 2015, the tuition fee did go up in each year of that period.

Which means for thise who got the kindy offer for 2016/17 would need to write another cheque of 2million to the school.

It all depends whether you prefer the English or American system.
My son is the first cohort graduate from Harrow Hong Kong, and I have a few friends with their children studying at AIS. Based on my personal experience and comments from them, I prefer Harrow.
If academic results matter, then Harrow HK is definitely better than AIS.

Is it like the school programme is so strong that no extra tuition is needed?

You mean having extra tutorial classes provided by external organisations?
Not common, but some, usually Chinese students, will have extra tutorial classes on English and/or Maths, to enhance the chance of getting A* in public exams. In all, the teaching quality is very good, and extra support from teachers if the students are weak in particular subjects, thus really no need to have extra tutorial classes.
More common is having lessons with those education consultancy firms, aiming at preparing the students for top universities. For senior students, the more common classes will be on writing personal statements and preparing for interviews. Nonetheless, the school will also provide support in these aspects, but as parents, you know, will feel safer and more confidence as long as these classes are affordable.

The UK and US curriculum are very different, hence teachers at Harrow were mostly trained and have taught in the UK, whereas AIS teachers were mostly from the US. Both have graduates who accepted by the top schools, having to attend extra tutorials or not depends on the kid's individual ability and parent's demand. For example, I know 80% of secondary school children at Chinese International have extra tutorial classes or tutors because their parents want them to go to Ivy League schools and can afford them...
