There are definitely spots for non-foreign passport holders. It's not exclusive to passport holders only, and non-passport holders are not exclusively second-in-priority-only-after-passport-holders.

There's another thread on here with parents of non-passport holding children that were extended offers this year.

My son is non-passport holder and he got offer for 2015-16 prep class. We received the offer a few weeks after the interview.
