最近開咗好多IS 無論幼稚園小學，其實香港有無咁多外國人合資格老師，聽聞有些外國人到菲律賓取短期教育cert 就可以教，是否？

Good question, that's why I will be a bit concern of the teachers ' quality and turner over rate for the new schools. And school fees will be hiking since the teaching staffs will become hunted with higher wages.

good schools hire not only from HK, but also outside of HK.
