having a debenture just give you a priority to take part in the interview but not a place. Heard that a family bought debenture but still can't get a spot. Having siblings also not a guarantee.

There are plenty of cases where debenture holders are rejected. Also, with 4-5 kids competing for 1 place for foundation year, the chance for reasonably bright kids are quite high.
The debenture price has crashed in the last 1-2 years from over $6 million to $3.5 million now (and dropping) for a couple of reasons: increase in rejection rate (perhaps because the school has no major funding requirement any more), flooding of supplies with more people leaving, drop in purchasing power of mainlanders (almost all debentures are bought by mainlanders) etc. The prospect does not look good. The price of Harrow and victoria, on the other hand holds quite well as these schools are cautious in issuing new ones, and also, a relatively higher proportion are bought by HK families (especially victoria).

The school has some changes recently, it got its own kindergarten now, where most students have been well prepared for mandarin and Chinese levels, at foundation year for outsiders, they also test vigorously for Chinese and mandarin, so you can imagine what will the student mix end up like. I am not saying this is good or bad, but I think the target customers of the debentures are mostly mainlanders, and without 雙非now, I guess their demand will be lessened. I personally don't agree buying debentures to get into a school (buying AFTER selection and acceptance is different), I think if you fit in the school you can get in through formal selection process and if not, there are other choices out there.

I mean the debenture price, not the school. Because the rejection rate seems rising, one may end up not having the offer, and losing money in reselling the debenture. It is better just to apply without debenture, unless a few million dollars is just a spare change for you.

They won't guarantee admittance. But I heard the chance of getting in is significantly increased. The school gives 'second chance' interviews for debenture holders' kids.

If you apply for foundation year with debenture, you will actually have 3 chances. The first chance is before the end of K1. That is, if you apply for 2018/19 foundation year, you will have first chance in the next 1-2 months. If fail, you will join the main group in the 2nd chance interview in Nov. If you still fail, you will still have one more chance in Dec/Jan.
In the past, very very few kids cannot eventually get in. But now, with its capital projects all funded, it may not be quite the same, hence (and couple with other factos) the drop in price.
