Is it very difficult to be admitted by CIS, King George 5 or Island School for grade 8 or 9

Grade 9 總有一班人走去外國，我覺得總有機會。

My kid switched from KGV to CIS. Year 7 at CIS has more quotas than other years. Year 10 may also be a good chance, as some parents don't want to send kids to Hangzhou for one year. A few students may leave for top boarding schools in USA.

Can you explain why need change from KGV to CIS at Year 9? I do not think much difference at this high level? Except CIS is more expensive and need to stay in Hangzhou for 1 year.
