My hubby has 居英權, and he is the 2nd generation. His father who used to be a civil servant has got the 居英權 originally and passed to him when he was young.

And now I want to send my son to study year 9 in UK (he is holding a HKSAR passport) in 2016, I am wondering if he could get any study benefit when he study university in the future? If so, what will be the procedure?

As far as I know, universities can charge up to £9000 on local students, i.e., British/some European citizen.  Even UK passport holders need to be living in the UK for 3 years prior to entry of uni.  This info might be a bit outdated, as it has been awhile since I last updated myself on info on Uni fees.

When you say your child is HKSAR passport holder, do you mean he doesn't own a British passport? If your husband is British by descent, then his children are not entitled to a British passport under normal circumstances.  I'm guessing your son is probably not British, hence he does not qualify as a local student.

That is correct, British citizenship can only be passed on by descent for one generation, so if the father is himself by descent, his child would not automatically have British Citizenship.

However 走佬紙 (ahem 居英權) could be a special case as it is granted per family, so the son (now the father) could be a British citizen in his own right and not by descent from the head of family (now the grandfather).

Best to check with the British Consulate.

Your son needs to live there for 3 years (as far as I remember) to get citizenship

As your husband is a British citizen by descent which means he cannot pass on citizenship automatically to your child.  If you wish to acquire British citizenship for your child and enjoy any benefit , your husband will have to take him to the Uk to settle for 3 years, then apply for registration in the UK.

I believe not just your son to live there for 3 years but actually you and your husband both have to go as well to live as a family.

Ah, I've been through this myself.  

As long as the passport holder, i.e., the person who is British by descent, has lived in the UK for 3 yrs plus, his/her children can be registered as British by descent.  However, if the passport holder and the child are currently living in the UK, then after 3 years, the child can be registered as British other than by descent, meaning that the citizenship can be passed on to the next generation.
