Too many years ago, don't remember whether there were (and don't know whether there are) French+Spanish classes in Yr1-Yr5 at Harrow. From Yr6 (Secondary School starts from Yr6 at Harrow), students have to opt for either French or Spanish but not both. Yr10, have to confirm which i/GCSE subjects to sit. For French, they will sit Edexcel iGCSE, which unlike Chinese, does not have the first language/second lanuage option. Then they can choose French in GCE A-level.
I think iGCSE French is not very advanced.
In the UK, universities do not require any qualification in a second language for admissions in general (of course, unless e.g. you want to major in a foreign language), because this would cause unfairness to some underprivileged groups, and often do not count a language subject at A-level as one A-level if that language is your mother-tongue.
You probably have to check FIS, CDNIS or GSIS, where they have to meet the need of the French-speaking people from their own countries.
