Perhaps first is to consider whether you like a selective or non-selective school for your child; second is to think whether Chinese of French language learning is more preferred. Other than these I would think both are very strong and good school
FIS is more suitable for kids who can focus well at a younger age due to its relatively heavier-load curriculum. I am really impressed with the teachers there although my (younger) kid is only in for less than one year.
I do not know West Island so cannot really give any first hand sharing; as my kid has been schooled in one of ESF primary schools for 5 years now (in eastern side of HK island), I would say in general, ESF schools focus on literary, numeracy and have more ample Chinese learning, and they bring all students to a reasonable level, being a non-selective institution. ESF has attracted some excellent and loving teachers.
