Yes this could be an issue for small children. The ESF kindergartens do provide school bus services though. Before ESF opened a kindergarten in Tung Chung, I knew of families who lived in Discovery Bay and Tung Chung who had their children attend the ESF kindergarten in Tsing Yi, that was quite a journey.
