You have misunderstood the purpose of NR, because buying NR is essentially buying an interview, so it is only meaningful if your child is not invited to an interview. If your child has already passed the interview and now on the waiting list, buying NR won't do anything, in fact ESF should not sell it to you.

The website says “INR nominees gain priority for admission.”
So buying INR would make a difference.

The website is inaccurate, in practical terms NR is a priority for interview only. People who buy it are usually those whose children do not enjoy any priority but would like to be guaranteed an interview. NR's are usually sold out way before interviews begin.

I used to talk with the admission staff and she said NR can increase the success rate when your child performance is nearly pass

Buying NR can increase your priority. If you are in the waiting list with those with kindergarten priority, buying NR will make you ahead of them. However, NR for KJS, BHS and SJS are normally sold out before interview period.
