I did not have any debenture when my son applied for admission about 16 years ago. At that time, the priority of admission was quite clear. The first priority went to Debenture holders and Americans who studied in an US curriculum school for 2 years prior to admission.
The second priority went to the applicant who had siblings currently studying at HKIS.
The third priority went to other applicants.
So at that time, whether it was difficult or not, depending how many debenture holders applied in a particular grade. The relatively easier was the application made for R1 when they admitted about 200 students. So there was no need to have any debenture.
My son applied for Grade 7 at that time. The spots were relatively more because some students would like to commence Grade 8 (the last year of middle school) in the US boarding school. It would also be easier if you applied for admission to Grade 9 because about 1/10 of the students would like to leave HKIS after completing Grade 8 for the high school (Grade 9) in the US boarding schools.
You should check the priority now adopted by the school. Given the trends, I think it would also be easier if you applied for admission to R1 and Grade 9. My two cents.
