政務司司長張建宗（16日）出席香港舉行的場地單車世界錦標賽的頒獎禮，以「青年成長，實現夢想」為題，發表網誌，講述青年發展。文中指，青年人充滿活力和創意，是推動社會發展的中堅力量，故自回歸以來，教育經常開支累計大幅增加超過一倍至786億元，佔政府經常開支21%，每年平均增幅約為4%。


助把握國家發展機遇


張建宗表示，今次單車賽事在香港舉行，反映本港單車運動已達世界水平。他指出，今次比賽競爭競烈，大讚香港單車隊竭盡所能，爭取最好表現，已獲得市民衷心支持。


張建宗又指，青年人充滿活力和創意，是推動社會發展的中堅力量，故政府非常關心如何可以幫助青年人發展，讓他們把握國家「十三五」規劃、「一帶一路」策略和粵港澳大灣區城市群規劃的機遇，掌握「超級聯繫人」的角色，充分發揮香港的優勢。


文章又提到，青少年上游動力，與教育息息相關。政府投放在教育的開支一直高踞各政策範疇。他指出，自回歸以來，教育經常開支累計大幅增加超過一倍至786億元，佔政府經常開支21%，每年平均增幅約為4%。在文章末段，張建宗指出青年政策措施涵蓋廣泛，跨部門、跨範疇、跨界別。他身為政務司司長，將會繼續統籌相關政策局和部門及持分者，推進青年發展工作。他又透露，他（19日）將會到訪粵港澳大灣區多個城市，推動香港參與規劃工作，為年輕人開拓更廣濶的發展空間，創造更美好的未來。

中學經費 per head
大學經費 per head

and benchmark with other developed countries and cities.

otherwise bindly add to the education expenditure will only please teachers unions.

I can't find it, but I saw that before.
If my memory won't fool me, our expense per capita of primary and secondary is below OECD average, but higher in tertiary education.

What's you definition of management fee?

We also need to add back other expenses related to education system, like UGC, EAA, etc.

he refers to EDB expenses ans travel cost.

just look at Trump's travel costs.  HK's is peanuts.

大專學生坐監也上升。可能資源錯配比咗d教棍。今日，睇新闻，城大4年級生，告警察打傷佢，要賠1200萬。滥用法律。如果告唔入，隨時要賠訟費，可能，宣布破產。

that is why I am saying both Mr Ng and Trump travel costs are peanuts in respect to what they do.  and should not be considered with undue focus.

was just taking the p
but since u asked, id say any cosr related to the day to day running of a school inc admin, principals cost go into 1 bucket.
schlool assessment, curriculum review from ebd go into another.

btw do u guys know i have to pay an air con fee?  can ebd staff work wo air con? if not, why isnt this covered by the gov?

I don't question too much how those expenses are spent whether directly or not on the education. However, the secretary, I can say for most department heads in the government, likes telling trick to the public. According to the 17-18 gov's budget, the operating expenditure has been increased 3 times since 1997. The two-fold increase of expenditure in education said by the secretary is not praiseworthy figure.
