I don't think whether one pays taxes is relevant, we all pay taxes, even foreigners working in HK pay them. For people who take the default path of local schools, they enjoy various levels of subsidy, and for those who opt out of local schools, they receive no subsidy at all.
The debatable point is, should people who opt out of local schools be subsidized. It seems many people see it as an "all or none" situation, either all who opt out of local schools receive subsidy, or none should receive. If some receive while some don't, then those who don't would rather see the subsidy be taken away from those who do. |
