The policy of each school differs. My friend has a similar case a couple of years ago.  Her agent helped her check with the schools she has chosen, and a few did not accept her kid's application (because underage) whilst others were ok.

其實我女同FortuneR的情況都幾似，個女又係唔肯一月過去，英文 ...

要認真答你這問題，真是要看你女兒讀甚麽學校，中上到甚麼程度？還有，在U 想讀甚麽？回港讀U的機會有多大？

我反而想從另一方面想，英國讀書很大彈性，若不是神科，要算是A level考得不好，也很容易讀Foundation 入U. 在香港也有人讀完中五去讀Foundation

A few points that i would wish to raise for OP's attention:

1)  The normal application deadline for academic year starting Sep 2016 for quite many top ranking schools should have passed.  You must act quickly.  However late applications still stand a chance in case these schools still have places available after the normal rounds of admission.

2)  Some top ranking schools will not bother to pay commission to agents so agents would not be interested / would not recommend them to you.  For these schools you would need to approach them yourself.

3)  Given the A Level reforms in UK, you might wish to check with the schools that you are applying whether they still get their students to sit for AS exam at the end of Year 12.  If they do not, and given that your kid does not have (I)GCSE results (unless you kid take them in these 2 years), will not having any public exam results have any effect on your kid's application on UK universities (especially if your kid aim to apply for the top unis or very competitive subjects)? You might wish to hear what the schools say.

Yes, the point 3 is very important for those F4/F5 students from HK  to UK Sixth Form.

Eton, Winchester, Westminister, Tonbridge, Magdalen College school, Sevenoaks (co-ed) are a few to name

You might wish to check out on the league tables for the school rankings. In addition to the schools named by Wloi, some names that come to mind include St Paul's, Charterhouse, Brighton, Abingdon, Dulwich, Oundle, Caterham.

有個今年F4三月apply caterham,九月過去讀S12, 因caterham 簡擇，四月還有位

阿仔聽日去 agent 到考 Caterham 嘅卷 Agent 係話難入 先收 £100 登記費 不保證可考試 冇得考 冇 refund 仲有今年起 考試時要再收 £100 (之前唔駛收)  Agent 都係啱啱先知 搶錢 阿仔報 Maths/Fur Maths/Phy/Chem  Caterham 要阿仔揀多一科 話如考 Maths 份卷唔好 唔可讀 Fur Maths
