2人爭1位 is not entirely accurate. ESF primary schools prioritize applicants into different groups, i.e. staff children, sibling, nomination right holder, alumni children, kindergarten children etc, the difficulty increases as you go down the hierarchy, so for those applicants at the bottom who don't have any priority, it is more than 2人爭1位

ESF kindie 有約600個學生,如果收曬即係1020 - 600 = 給外來人既位約420。即係2100-600 = 1500個外來人爭420個位,即約1/4機會,吾知咁計岩吾岩?

It is only correct to say these 1500 are not from ESF kindergartens, but they may not all be "外來人", some of them could be siblings or nomination right holders or alumni children not studying in ESF kindergartens, so what is left for real outsiders is less.

i am sure there are over 100 with priority higher than the kindergarten which should leave about 2xx spots for applicants without any priority.

For admission in 2014, across ESF primary schools they had received nearly 2,000 applications for the 1,020 places available.

Given the priorities like:

Corporate Nomination Rights Nominees
Children of ESF staff
Siblings of ESF students
Individual Nomination Rights Nominees
Children of former students
Children attending an ESF Kindergarten

and the term that required by Education Bureau that at least 70% of the total students enrolled should be overseas passport holders

I don't think there're many vacancies left for others.

Below is extract from the board meeting of esf approving reinstating priority for esf kinder in June 2014:

"A breakdown was given on applications received during the central application process in September 2013. The total number of priority applications was 1,055 with a total capacity of 1,302 in ESF and PIS. A total of 602 kindergarten applications were received, representing around 60% of total applications. A significant number of these were ESF siblings. It was pointed out, however, that some students may have made up to three applications so may appear more than once in the figures, which affects the total number of applications across the Foundation."

From 2016 admission to year 1 onwards, there will be one more tung chung kinder with 176 spaces.

So you calculate the math based on the above.

$2000 application fee, even not garantee an inverview, I do not think 2000 is a small number

Not really, 2100 is the total applications across all ESF primary. CIS, CDNIS and many other international schools can have a applications over 800 for Reception year.

The point is, we should not just look at the total number of places vs total number of applicants and deduce the chances from there, as I said, different applicants may enjoy different priorities, and furthermore, different schools receive different number of applicants because of their catchment zones, some are in higher demand than others.

That is why we often see a wide range of perceptions and comments in this forum, some say it is difficult to gain admission, some say it is a piece of cake. If your child has no priority and you're in a competitive catchment zone, it can be damn difficult, but like someone has already said, if you rent a home on The Peak then it will become easier.

The zoning policy played an important role here, two primary in new territory and 2 in Kowloon while 5 in Hong Kong island. The ones on the island would be easier to get in

You are right and HK Island has only one ESF kindergarten, plus I think there are lesser families with younger children residing in HK island comparing to Kowloon and NT.

May or may not true, many of those in HK Island has lots of other options, whether it's international or local elites.

QBS and Kennedy School are probably  relatively harder to get in, the other three (Bradbury, Glenealy and Peak) are easier, and as I do know parents from Peak school actually residing in the Kennedy school zone but got the offer from Peak.
