I think it all makes sense. The second batch of offer still to those with priority such as foreign passport holders and their due for enrolment is end of next week. So the last batch of offer will allocate end of next week as well, depending on the enrolment rate....

I would be the last batch for notification, no sibling priority, no foreign passport
