This should be true for everyone who went for 2nd interview at Vic. Correct me if I'm wrong.
At the end of the interview, the principal/teacher mentioned to parents about the $9000 levy. The purpose is for all the books and education materials used during school year and that it will not be refunded until end of K3 or 2 months prior to withdrawal. Before leaving the interview, the principal confirmed with parents that they are ok with the levy and that all is clear about refund policy. Honestly, I believe the child will not receive an offer if parents answered no. Now the same was once again written black and white in the contract. So I guess inexperience parents, like me or all other 1st time parent, shall not naively misinterpret the policy the way you did.
I'm also just sharing my thoughts with inexperience parents, 不喜勿插。
