This happens at times when the mark of a student has been consistently low, I mean really low over a period of time. There are parallel classes in Chinese and Mathematics where the class size is smaller and topics taught slower. There are students in my daughter's level whose marks in these two subjects are consistently low but they are still promoted given that their overall average passes. But a student cannot fail English, or else he/she will be retained in the same level. Having said all that, there are many local parents in our school who arrange a lot of tuition for their children to make sure that their standard is maintained at a high level.

Thanks for the information! I am one of those parents that do not want to advocate extra tuitions .. I think the kids should just learn from school to ensure  the teaching is consistent. Otherwise extra classes may cause more confusion and pressure for the child...
