Most of the local school students who made it to top international schools such as GSIS and CIS came from DBS and DGS because of their high English standard. Those tend to be students with good academics and from reasonably wealthy families (just think about the high fees charged by international schools). Many had no intention to stay with the messy local system in the first place and only wanted to build a good Chinese foundation before moving to international schools. As soon as the HK government announced DSE a few years back, the Year which was supposed to be the guinea pigs for DSE at DGS lost some 20% of the students to international schools. DGS may not be the happiest place to study (probably not meaningfully better in other local schools though) but it does have the best hit rate in getting into top hk international schools and good boarding schools overseas.
