If 85% are not bilingual, does it mean that they could not meet the minimum requirement of the second language of their choice, or they do not study a second language?

Because as someone has provided the IBO definition of BD, one language A and one language B is also BD.

annie40,     說得好。  拔莘 和 聖保羅 的 IB 學生是百中挑一的，很多考入拔莘和聖保羅的同校學生也被淘汰出 IB 行列。用本地學校考試心態來應考是不符合 IB 的訓育精神，IB 是要我們的孩子有更全面的學習，所以才有很多的 project和義工實習要求。 孩子的潛能子有些在學校的成績體現出來，也有不少孩子的潛能是不在學業上，作為父母，要看看自己孩子的潛能和能力在那裡，適時引導。  香港學校的 IB 成績公佈要作分析。ESF 和部份國際學校成績 是以多人報考，不作篩選而得出的，但有些本地中學只以少部份精英學生參加 IB 考試，兩者成績自不能互比。

以我自己来計、難相像小朋友会取得BD。　我可能我対自己学校的MANDARIN　TEACHER　TEAM失望、後来聴了SC的講座、又希望燃点了、所以没想到原来SC取得BD的％会是這様少。　大部分SC的学生其実都是本地人、所以我希望多左、就会失望。　完全賛成８０％取得BD又如何、如果自己個個係２０％的一員(^-^)！

There are so many stories behind the numbers.  I think the numbers are just an indication.  Reality can be quite different.  Take bilingual diploma as an example.  Even for some IS who have high %, one can't help to ask if the students really learned their Chinese there.  What about those students who transferred from a LS?
I guess what I am trying to say is everyone should look at the numbers and know roughly how the schools are doing.  But to get the real picture, it is key to look pass the numbers and try to understand what is really happening.

Stories behind the numbers are very interesting.

Just quote an example last year, CIS's Maths average grade higher than DBS in HL & SL........ Why ?

Assuming this is comparing apples to apples, i.e. not Math studies with Mathematics, my first reaction would be:
1)  Mix of Math classes, i.e. more students taking Math studies or DBS not offering Math studies
2)  The ex-LS students at CIS are very good at Math!

"Currently at CSS, all students can freely choose to study the IB Diploma. In all other DSS schools entry to the programme is restricted only to a small number of selected students."

"Average score for students achieving the Diploma 35.3 points "

"At CSS, 35 out of 63 students achieved the IB Bilingual Diploma because they studied Chinese Literature while all other subjects were studied in English, scoring three grade 7's, twenty two grade 6's and ten grade 5's."

Does this mean those 35 students took Eng B, Chi A and other subjects in Eng?  I would have to ask for more details whenever a school mentions their students get bilingual DP to have a better assessment of the whole situation.

That would indeed be nice to know but I only know of very few schools that would disclose that level of details
