終於收到社處回覆
I refer to your phone enquiry dated 25 March 2013 and subsequent electronic messages dated 5 April 2013 and 25 April 2013 regarding collection of deposit by the Tutor Time International Nursery (Suffolk Campus). I apologise for not being able to reply earlier as we need to collect detail information involved in the issue.
Based on our investigation of the issue, the following findings are noted:
l the deposit was collected earlier than three months before the child’s admission [Admission date should be September 2013 while the parent was required to pay the deposit before March 2013];
l the amount collected was more than the approved monthly fee [Approved inclusive monthly fee at the maximum rate of the captioned centre as at 1.9.2012 should be $7,900]; and
l the deposit will be reimbursed when the student leaves the school.
Meanwhile, the Operation Manual for Pre-primary Institutions stipulates that:
l “Partial or full collection of the inclusive monthly fee of the first month as deposit not earlier than three months before a new child is admitted is allowed when a place has been offered. The amount of deposit shall be deducted from the inclusive monthly fee of the first month after the child’s admission to the centre”
As such, we have issued an advisory letter to the operator of the Tutor Time International Nursery (Suffolk Campus) to take all reasonable steps to ensure compliance with the above-mentioned requirement of the Operation Manual for Pre-primary Institutions. Besides, we will continue to monitor the service of the child care centre concerned.
