My elder daughter attended tt playgroup (Dorset Road) when she is about 12 months. The class is conducted in Eng and Mandarin. Maybe she was still small at that time, it seemed that she could not benefit from the group. I had attended the class with her twice and found that the class was not structured enough. The kids ran here and there and the teachers were not skillful enough to draw their attention. My elder daughter quitted it 3 months later. One more thing, my elder daughter is weak in health and she was sick repeatedly at that time.
My view is that if your kid is ＂比較早熟＂and ＂比較坐得定＂, it is worth putting him/her in playgroup when he/she is still very small. Otherwise, just let him/her to play in park more.
By the way, the playgroup of tt is really expensive.
