我覺得學制及考試不同，是否通漲有待商榷。用水平對照，司馬昭之心。3322是由下而上，入大學是由上而下。

My friend who is a senior staff at secondary school commented that the Entering-U rate can be tricky. Different schools use different rulers, some calculate all the Us in HK while some including Ss who enter U abroad no matter what they are,say, Taiwan, SGP and China as well. While some categories are very vague like tertiary edn which include IVDC, HKU Space and others.
