yes, it is normal, it has a person to take care of them.  Safe! All my kids taking school bus for 35 mins since they are 2.

my big one too, 2 yr old, very close but need 40 min as many stops, the bus got 5 point safely belt and School bus EE to look after them, they can't move around inside the bus (mini bus)
