May I know which school requires an English letter?  I think language is only a media for expressing your request and either language will be fine as long as it can serve the purpose.  It's unreasonable to limit parents to write in a single language.  I think it's not good to use sample letters as the Headmistress will end up receiving piles of letters carrying the same style and content.  They may consider the parents are in lack of sincerity in making the request.  The most important thing is to express that you have a pressing need to change class and put it in a way that can convince the one who handles your request.
