It depends on which part of Kowloon you are living and the amount of travelling time. If the travelling time is very long taken into account the traffic jam, my personal comment to your question is: So Chit is very worth of going (given this amount of fee, especially in KG, the fee is $660 per month only after deducting the government voucher), but not worth such a long travelling if a kid is soooooo small.
But I know a number of children coming over from Kowloon side to study in So Chit. So, it's all up to you to decide lah. My friend who lives in Tai Po is sending her daughter to study in Qing Yee ESF KG. Each day, 3 hours of travel for her kid. I think it is crazy, but my friend said it is a training. So, again, different people will have different opinion towards the same thing.
Lastly, most So Chit PN students do not speak Mandarine at home, some even do not know Chinese (as they are westerners or Korean or Japanese), so, I don't think not speaking Mandarine at all is a concern. It is because you do not know that you are coming to school to learn mah. For English, same theory.............no worry. The daughter of my sister-in-law does not speak Mandarine and English (her parents know English, just they don't speak English at home) at home, she can maser both language quite well after spending 3 years in So Chit.
