NO! It depends on the popularity of the secondary school you choose.
For part A (unrestricted school choices):
You can choose any 3 schools you like. Most band 1 students will choose a band 1 school. If your kid is a band 1 student and is assigned a smaller random number, then your chance to be allocated the place is very high. If you choose a band 2 or 3 school, you have no doubt to win. But if your kid is a band 2 student and choose a band 1 school, the chance to be allocated will be very low (I can say the change is nearly zero). Instead, you choose a band 2 or band 3 school, the chance will be higher to be allocated a place at Part A.
Remember the rule: the more popular school you choose, the less chance you get.
