from international kindergarten to local P1

hi, my daugther will be in K2 in one international kindergarten this sept, i could like to ask if she can join the lucky draw to apply the P1 when she's finish the K3 in international kindergarten? my target's Marymount...

why not ? every citizen in HK with that age are
entitled to that.
