It depends what you define as good.
My 3 years old son join the international stream - hoping to improve in English (we are from England) but after 3 months - his English deteriates but his Chinese improved !! Afterwards we noticed that they put the children both international and Chinese stream togethre except the difference is the international stream gets an native english teacher - but because the children are together the speak in chinese ! I know an South African family (non-chinese) who put there son in the same international stream and after 18 months - he can hardly speak English - but instead he learnt to speak fluent Chinese!!!

So not a school I would recommend but it depends on what you want from it - its not bad but just not very good

how can they do it for different teachers

they are put in the same class room but with different grouping. I am not explaining this very well, t was my wife who went there to pick them up also during break the children will naturally play together. So it really depends how much you want to  get out of it. If you want to improve English then I suggest to select a truly international pre-school instead. Just look for the number of "white" children in the classroom and it would give you a rough idea what there English levels would be like...
