Regarding the passenger locator form, it says about when you enter UK 48 hours before you have to fill in it. So it is not the time you as compared to the PCR covid-test 72 hours before you fly. How to calculate? UK runs faster 7 hours than HK. when is the suitable calulation?

should be UK runs slower 7 hours than HK.

Use your ETA time in the UK to work backwards: eg eta 6 am on Tuesday Aug 24th, go back 48 hrs = 6 am Sunday Aug 22.
6 am on Sunday Aug 22 in the UK = 1 pm on Sunday Aug 22 in HK.
48 hrs prior to arrival is the earliest time you can complete the PLF, some people complete it just before check in at the airport.
