香港家長想送子女到英國讀中學，但每年至少25,000英鎊（30萬港元）的公學（即私立學校）學費並非人人負擔得起。近年不少家長將目光轉向收費較便宜的政府預科書院，當地公立學校都覷準這個極具潛力的市場，磨拳擦掌要分一杯羹。

英國公學早已有不少外國學生，每20名學生就有1個來自外國，香港和中國學生各佔1/5。至於公立學校，由於當局不准小學和中學收學費，一直沒有取錄外籍學生，但預科或大專院校則無限制。

薩默特塞郡（Somerset）的Richard Huish College在全英政府預科書院排名18，1990年代率先取錄了首名港人學生，之後沒有多少學校跟隨，直至近年才有明顯轉變。Richard Huish College校長阿博特（John Abbott）說：「過去12個月，有多間學校接觸我，詢問如何開始招收外國學生。」他指，中國和香港學生是不俗的招攬對象，因為當地經濟有增長、中產人口增加，而且有崇尚教育的文化。

Richard Huish College是首批招收外國學生的政府預科書院。

相比英國政府每年只資助英國學生4,500英鎊（逾54,000港元），外國學生每年支付15,000英鎊（逾18萬港元）費用，大大增加學校的收入，用於學生課外活動上；而且他們較勤力，成績亦較好。但公立學校沒有提供宿舍，外國學生都要寄住在當地人家庭中。跟很多公學不同，校方沒有為外國留學生專設校舍，40名外國學生會融入2,000名英國學生的學習環境中。

港青年愛小班教學
Nicole、Cass、Charlotte和Ed等都是該校來自香港的16歲青年。他們都喜歡當地的小班教學、學生得到教師較多注意。他們自覺數學成績較其他同學好，但其他學科就沒有優勢。他們亦很喜歡這裏的學習環境。Charlotte說：「在這裏，我們的學習模式很獨立。我不喜歡香港的模式，老師總是要求你以特定方式做事。」

Nicole指，寄住家庭「比香港人友善」，但始終想念香港住家菜。Cass就覺得寄住家庭「很怪」，「給我們太多食物」。

被問到到當地留學最好的事，Ed說「當然是天氣」，其他人都同意。他們對於在嚴寒天氣下穿厚厚外衣出外，在佈滿落葉的小路上漫步感到愜意。

「平嘢冇好」、「一分錢一分貨」，很多人對寄宿學校也會抱有如此看法。到英國留學的香港人多數會選擇私立寄宿學校，但學費非人人能負擔得起。今集會介紹此行唯一一間到訪的公立學校，位於威爾斯的Gower College Swansea。雖然裝潢較一般私立學校簡樸，花俏的裝飾和娛樂設施也不多，比較像是香港的大專院校。不過這間公校無論風氣、教育理念還是學費，都「貼地」得多，還有拔尖課程支援學生升讀頂尖大學。

英國私立學校出名校規嚴、有的私校華人學生多，即使到當地留學也沒有機會與當地人交流。Harris在香港讀完中五，今年是到英國讀書的第一年。他喜歡這間學校的其一原因，竟然是「少香港人」。他的朋友多是本地學生，亦有些東南亞的國際學生，令他英文進步神速。

另一政府學校不同的地方，是他們的學生有更多空間安排自己的時間，甚至可以「奉旨」走堂。副校長Nick Brazil指，「當他們來到這間學校，他們有更多自由，有更多機會不上堂，做自己的事。因為他們A level有大量習作要獨自完成。」

不過Harris強調，在這裡讀書的前提是要自律。「在英國最不同的地方就是你一定要自己做很多research，要不很難考到較高的grade。」他A Level其中一科是法律，他認為國際學生有個「輸蝕」之處：「因為我不在這裡出生，所以他們有很多以前著名的新聞我也未聽過，有時也不知道他們在說什麼。」

學生興趣行先 40高考科任揀
Gower College設40科高考科目，學生可以根據興趣自由選擇選修科。一些比較偏門的例如跳舞、戲劇等都可以修讀。學校國際部經理Kieran Keogh強調，「我們不會因為他們母語不是英文而限制他們的選擇。」一些英國的私校會為確保學生在高考獲取優異成績而限制他們選科，Kieran記得兩年前他們有一名長沙的學生被幾間英格蘭私校拒諸門外，因為他想修讀人文學科，但IELTS成績是6分，並未達到那些學校「優秀」的標準。「於是他決定來我們這裡讀，A level選了歷史、法律和雙數學科，兩年之後他拿了4個A*，今個暑假進了倫敦大學學院讀法律。」

現在A level修讀法律、經濟和數學的Harris直言自己到英國讀書前「英文都幾差」，像法律這類需要一定語文能力的科目，對他而言是個挑戰。但他的法律老師決定給他機會試讀，加上師兄的幫助和自己用功，他今年AS level考獲B級的成績。

劍橋拔尖計劃增學生上流機會
不說不知，常常提倡平等的英國階級流動性很低，低下階層的人很難向上爬。傳統上名牌大學的學生大都來自學費高昂的私立學校，尤其是伊頓或者哈羅等。大部分英國人其實也負擔不起。當地人若非中產階級或以上，多數會就讀公立學校。

2010年，劍橋大學創立「HE+ 課程」向全英國18區特選的政府學校提供額外專業課程，加強學生入讀名牌大學的機會。有人會說這是前政府的動作，去幫助中產階層以下的學生，增加他們向上爬的機會。被選中的學生可以按自己的興趣，每個月上一次master class，有時更有劍橋教授坐陣。Gower College是全威爾斯唯一一間有HE+課程的學校。

另外還設「牛劍預備課程」（Oxbridge Program），由自我介紹（Personal Statement）的指導、報UCAS到UKCAT、BMAT之類的能力考試預備，一條龍包辦。該校國際部經理Kieran Keogh指，學校開辦「牛劍課程」超過30年，過去幫了多於300名學生升讀牛劍。國際學生如果要成為這兩個拔尖計劃的一員，首先IELTS要有6.5，來英國之前的學校成績平均亦要有A。

Germain是拔尖計劃的一員，但她沒有為學校引以為傲的HE+講太多好說話：「HE+這個班唯一的好處就是可以去劍橋、牛津住幾天，但那些堂（master class）真的不太有用，但的確能增進知識。」

威爾斯學校無須「一試定生死」
英國2016年進行「高考改革」，英格蘭考評局所提供的考試全部變為第二年一次過考核。不過威爾斯考評局仍然沿用過往制度，將高考分開兩年考（第一年的考試稱為AS，第二年考試為A2）。如果第一年表現不理想，學校會允許學生重考。學生升中七報大學的時候，因為已經了一次試，有半科成績在手，變相更加有競爭力。

這個考試制度是其中一個Germain選擇到威爾斯讀書的原因，「如果在英格蘭，就會最後一年將AS和A2的範圍一次過考核，我就覺得很有壓力。」

住寄宿家庭從日常生活學英文
一般私立寄宿學校會安排學生住在校內宿舍，每星期只有週末可以離開學校範圍，而且出入都需要登記。但Gower College Swansea的留學生都會住在寄宿家庭，全天候生活在講英文的環境。Lydia做了15年寄宿家庭，現在有三個小朋友。她認為小朋友是最好的英文老師，因為即使有些留學生英文不太好，他們亦不會挑剔。

走訪了英國不同地區的六間大學，今集《走進教育王國——英識校園篇》升學專家陳思銘將會探訪他的學生Carlson，一邊談心一邊了解他在Bellerbys College（貝勒比斯學院）的校園生活。我們的拍攝團隊更加有幸能訪問一個當地寄宿家庭，一窺英國傳統家庭的生活方式，聽聽他們的故事。

Bellerbys College是一間私立國際學院，由國際教育組織Study Group經營管理，在布萊頓和倫敦設有分校，提供GCSE、A-Level、大學基礎班（Foundation）以及大學一年級課程。該校的特色是以目標為導向，按學生的興趣和志向為其量身訂造課程，幫助他們升上心儀大學。

創校短短60年，Bellerbys已經有不少學生考入牛津、劍橋、Imperial、LSE、UCL等名牌大學，而2019年Bellerbys有45%的學生於A-Level考獲A*-A，成績相當不錯。另外學院的基礎課程與多間知名大學合作，當中不乏排名前十的大學，包括Durham University、Lancaster University、Loughborough University、University of Bath等。

17歲的Carlson正就讀Year 12，採訪當日他才剛轉到Bellerbys College在布萊頓（Brighton）的分校兩個月，但已經非常享受新學校的生活。曾經就讀寄宿學校兩年的Carlson在Year 12才轉到Bellerbys，他認為最大的原因是這裡的時間安排相對彈性，「寄宿學校的時間很規管，你沒有自由度選擇自己想做什麼。例如有時就算考試時期他也要你比賽，有時就浪費了讀書時間。」

Carlson現時修讀Double Maths、Chemistry和Business，將來到大學想報讀Civil Engineering。他坦言在Bellerbys讀書也會有壓力，「因為這裡的人讀書也挺厲害，他們都是aim很高的大學，其次就是因為我現在讀double math，教的進度很快。」不過同學如果自覺追不上課堂進度，便可以向老師申請額外時間進行一對一補習，無需擔心會落後太多。Carlson說學校考試過後便會有progress day，「就是去見不同的老師，每科見一個，看你的進度到哪裡，還有研究可以怎樣進步。」

住宿可選宿舍或寄宿家庭
Bellerbys College兩間分校都可向學生提供宿舍，學生可選單人或雙人房。如果想更深入體驗當地文化，學生亦可選擇住在當地寄宿家庭，即使身在異鄉也有另一個家。

本身育有三名女兒的Spicers夫婦從去年六月開始成為寄宿家庭，接待過一名澳門男生，因此略懂一兩句廣東話。曾經有接待寄養兒童的Spicers夫婦在便宜介紹下接觸到監護人公司Belgravia，認識了寄宿家庭的概念，加上Spicers太太小時候曾經是寄宿生，深明年紀輕輕就要離鄉別井的難處，於是決定成為寄宿家庭，希望幫助留學生更快適應海外生活。Spicers太太說，「我們希望做到寄宿留學生的另一個家，讓他們感到舒服、安全和被歡迎，並與我們的女兒好好相處，讓他們知道自己是有被好好照顧的。」

有著電影場景般的溫馨小屋，有火爐、後花園和一隻乖巧的大狗，還有非常友善和熱情的Spicers夫婦，相信寄宿的學生也會捨不得走。不過原來Spicers夫婦也曾遇到難題，「我們上次接待的男孩本身是挺安靜的，我們要想辦法讓他活躍一點。於是我們邀請他玩各種遊戲，例如大富翁、高爾夫球、帶他去戲院等，很快他就不再安靜，開始吵吵鬧鬧了。」Spicers先生覺得最重要的是給予足夠時間寄宿的孩子適應文化差異以及融入環境，讓他們慢慢習慣新地方。

不少港生都希望到英國升學，在文化學習上帶來不同的體驗。但為國際生提供學位的英國中學數目繁多，單看資料已眼花繚亂，且學費最便宜的英國私立寄宿學校也要30多萬港元一年，更未計算機票及日常支出，對家庭的負擔頗大。Hopeland Academic 教育中心總監姚大衞指出，家長可擇費用較相宜的英國預科學校，且透過Non-Jupas形式報考香港八間大學；讓學生體驗海外課程及生活的同時，同學亦可回流入讀本地資助大學。

大學預科課程
姚大衞指出，香港學生需以DSE（中學文憑試）成績報讀大學，然而英國的中學有不同課程，家長應先了解所揀選的中學提供哪類大學預科課程，以及是否適合子女。

一般而言，有以下選擇︰
A-Level（英國高考）︰是英國最常見的課程，每年有很多考生入讀頂尖大學，課程較密集，學生在應考前有很多準備工夫。要留意的是，英國ALevel課程報名時間一般在每年6月和7月。

BTEC︰職業導向課程，科目較實用，編排具彈性。完成後可申請大學銜接學士學位課程（Top-up Degree）。

IBDP（國際文憑大學預科課程）︰國際認可課程，同樣可報考英國大學的學位課程。

每年學費相宜
姚大衞為家長推介一所公立制男女預科書院The College of Richard Collyer，學校專為16至19歲學生提供大學前的預科教育（A-Level），亦即香港DSE的中五及中六程度。

Collyer's是名列全英前20位的預科書院，曾獲英國教育部頒發Beacon Status獎，此獎的評分標準為對比學生於修讀預科課程前後的成績，從而證明入讀Collyer's後學生成績有明顯的改善。

他強調，英國的公立制學校只有少數會提供國際生學位，而學院教學風氣良好，學費也便宜。

以一般兩年的預科制，一年有3個學期，淨學費約為8,250鎊，相等每年少於10萬港元，比起其他私立學校划算。不過，Collyer's 並沒有提供宿舍位，居住監護人住處所需的費用約145鎊一個星期。

整合計算，一個香港學生到Collyer's留學一年間需花費約15萬港元。如果家長預算有限，又想子女到海外體驗留學，以下絕對是一個好介紹，荷包也回一大截。

安排寄宿家庭
Collyer's位處於Horsham，學生只需大約1小時火車路程便可到倫敦遊玩。
學校因沒有提供宿舍，因而會為學生提供寄宿家庭。所有寄宿家庭經過學院嚴格的面試及挑選，寄宿家庭會負責學生的飲食，全面照顧學生及定期與學校溝通，讓學生親身體驗當地家庭的生活及文化。
此外，寄宿家庭的好處是能於長假期為學生安排住處，學生不需在學校假期時另外物色住宿或花來回機票錢返港。

Collyer's提供大約1,900個學位，現時國際留學生有62位，此外，學院有多於50個學科供學生選讀，對於學生希望回流香港或繼續升學有非常多的選擇。該校學生在公開試中成績優秀，並多獲派到第一或第二志願的大學。

　【明報專訊】英國私立寄宿學校每年動輒40多萬港元的學費連食宿費用，令不少有意讓子女赴英升學的家庭卻步。英國政府預科書院（Sixth Form College）近年開始容許海外生入讀高中課程，費用約為私立寄宿學校的四成，成為家長一大喜訊。

　去年DSE中文科只有約一半考生達標，有升學顧問坦言，手上高達三成往英國升學的個案是想避開中文這門「死亡之卷」，再以非聯招途徑回流本地大學。價格相宜、升學又多個選擇，難怪入讀英國政府預科書院成為香港家長新寵。

　◆個案：成功入讀中大工管系
　過往，英國政府預科書院只容許享有居英權的港人子女入讀，至近年部分書院獲准招收海外生，包括年滿16歲、持BNO或特區護照的香港學生。由於學校受政府資助，因此學費較私立學校低，以兩年預科（A-Level）課程計算，每年學費連食宿費只需約18萬港元。

　另一個吸引家長的，相信是入讀英國高中的港生可持當地高考成績，以non-JUPAS（非聯招）入讀香港的大學。Cherry因感到自己不適應本地中學課程，主動跟父母要求往英國升讀政府預科書院預科。她表示當地學習模式重啟發學生思考，令她更喜歡學習；最後憑2A1B的成績入讀香港中文大學的工商管理系。

　入讀英國政府預科書院乃近年新興，不少家長都有疑問。過來人學生Cherry、Martin跟大家分享一下這些學校的面貌。

　傳聞1﹕
　政府預科書院質素差，當地學生比率亦少？
　Cherry表示，政府書院的質素及師資均受當地政府監管。以她就讀的Itchen Sixth Form College為例，亦有學生成功考入牛津、劍橋大學。
　另外，當局規定政府預科書院不可招收超過20%的海外學生，因此她並不覺得當地學生比率少。

　傳聞2﹕
　大部分政府預科書院不設寄宿服務，子女安全沒保障？
　Cherry表示，當地政府預科書院會替學生配對適合的寄住家庭。寄住家庭均需通過警方的查核，確保沒犯罪紀錄，而且受學校監管，安全有保障。
　學校在安排寄住家庭前，會先發問卷了解學生喜好，故此Cherry及Martin均跟寄住家庭相處融洽。

　傳聞3﹕
　政府預科書院設施殘舊、課外活動選擇少？
　Cherry並不覺得政府預科書院的設施殘舊，認為負笈海外是為了學習而不是享受，學校設施夠用就好了。
　至於政府預科書院的課外活動選擇，Martin及Cherry均認同比較少，但亦不時有免費的活動讓學生參加，Martin便參加了免費的法語及橋牌班。

最近，有家長跟我查問他女兒在港津貼中學讀完中四後到英國的升學出路，他的經濟負擔能力一般。那我想了想，給他女兒想出了一條比較符合經濟原則的留學路：中四後到英國政府公立中學跳班讀中六A-Level課程。

大部分港生都選擇入讀英國的私立寄宿中學，因私立學校錄取較多國際生，而且普遍相信私立學校的質素更有保證。不過英國還有數十間公立中學有錄取非英國本土護照的海外生如香港學生，當中不乏師資優良和成績出眾的，如The College of Richard Collyer、Richard Huish College等；而且，公立中學因有政府資助，學費和宿費約為私校的二分一，對合資格報讀的港生來說，相當符合經濟原則。英國政府公立中學，一般香港家庭都有能力負擔，部分九七前入職的香港政府公務員，更可申請子女海外教育津貼（OEA）；平均而言，每年學費連住宿費約港幣十三至十八萬（視乎匯率浮動），是傳統私立學校開支的一半，費用已包括雜費如參觀旅行、書簿及公開考試等費用，政府中學也沒有其他雜費或隱藏性開支。不過，另一個重要的考慮是英國政府學校無寄宿設施，香港學生必須居住在一個當地家庭（Homestay）。這通常是大多數家長的擔憂，因此比較適合年長和性格獨立的孩子。

縱然入讀英國政府學校成本較低，但也有其限制。英國政府學校只能收取十五歲或以上、持香港特區護照或英國BNO護照的學生申請就讀英國A-Level課程。就成績而言，根據統計，英國有超過五百所政府院校，全英國A-Level成績最高的首十名同學中，大部分是於英國政府中學就讀，說明英國政府中學也有頂尖名校的選擇。香港家長如選擇政府公立學校時，可參考英國標準教育局（Ofsted）的評價。

升讀英國政府高中經濟留學擴闊大學選擇

英國是香港學生的留學熱點，如家長安排子女從高中起步，入讀傳統的私立寄宿學校（Boarding School），每年學費及住宿費用動輒達三十多萬港元，並不是一般家庭可負擔；有升學顧問建議，英國有逾五百所政府院校，因有政府資助，學費宿費約為私校的二分一——當中不乏師資優良，成績出眾的選擇；畢業生更可憑A-Level成績申請英國及香港的大學，藉此回流本港繼續學業，既符合經濟原則，亦可滿足子女出國留學的需要，豐富人生閱歷，增加未來的競爭力。

啟發性學習講課深入淺出
現正於香港中文大學主修工商管理學二年級的陳卓妮（Cherry），短短兩年的英國高中生涯，從此改變了她往後的升學路。

「初中時，我活躍於課外活動，影響了學業成績，中四結業後跟父母商量，決定改變環境，到英國升讀高中；在WAP國際院校升學中心協助下，申請報讀當地的政府中學Itchen Sixth Form College，順利通過英語測試和面試，在同年9月正式到英國開課。」

具有百年歷史的Itchen College位於英國南部沿海城市修咸頓，是一所由當地政府直接撥款營運及監察的預科書院，國際學生只佔總學生人數的一成，主要來自香港、亞洲及南美地區。Cherry的寄住家庭位於校園十分鐘步程內，每天的校園生活規律，但並不乏味，因為老師的講課重燃她對學習的熱情：「經濟科及純數學科的老師給我最深刻的印象，講課深入淺出，跟我們不斷操練習題，激勵我們挑戰難題，要求嚴格，又趣味盎然。」新的學習環境使她茅塞頓開，長期跟英國同學相處，亦令她的英語突飛猛進；終於，她在英國高考A-Level中取得2A1B1C的成績，經「非大學聯合招生辦法」（NONJUPAS）報讀香港的大學，同時獲得港大、中大、理大及科大工商管理系的有條件取錄。

預科生涯不限於學業上的長進，Cherry回憶一次考察活動，仍感興奮：「老師率領五十多位同學到法國巴黎迪士尼樂園考察，聽取樂園市場部管理人講授推廣策略，我們則分組為樂園撰寫計畫書，在晚上報告模擬的宣傳活動，行程緊密，大開眼界，又可學以致用，非常難忘。」事實上，該校安排各類型考察活動，例如遊覽英國倫敦，了解文化歷史，或參觀大學城牛津，激發學生考進頂尖大學的鬥心。而每位國際學生，都獲分配一位指導老師，確保學生追上學習進度，解答生活上的問題，在選擇大學時，更加提供全面的指引，按學生的能力、志向報考英國聯招UCAS；對於有志入讀醫科，或報考劍橋、牛津大學者，校方再額外提供應試及面試指導。

深度遊學團體驗英國文化
WAP國際院校升學中心輔導項目經理梁穎儀（Alanna）說：「受資助的英國政府學校，一般香港家庭都有能力負擔，部分九七前入職的香港政府公務員，更可申請子女海外教育津貼（OEA）；而英國政府會定期評審各英國政府中學，並公開評審報告給家長查閱，當中聘請的教席必須為當地合資格的老師，質素有一定保證。」

她透露，Itchen College即將跟WAP合辦遊學團，香港初中生可藉此體驗留學生活：「遊學團歡迎十三至十五歲的香港學生參加，7月初出發，為期二至三星期，期間在Itchen College跟當地學生一同上正規課程，另有英語班，課餘有不同的參觀活動，認識英國的歷史文化與發展，深入體會留學生涯，完成後可獲發英語進修課程證書。學生會寄宿在由學校安排的寄宿家庭，學習英國家庭文化和餐桌禮儀；而Itchen College的宗旨是促進學生的文化交流，過往曾跟巴西合辦過，不是一般走馬看花式遊學旅程，機會難得。」遊學團團費約港幣二萬八千至三萬元，包括來回機票及住宿。

緊貼學生情況提供全面支援
Itchen College提供不同的入學等級，讓香港中三至中六學生入讀政府中學。香港中三至中四學生可考慮Pre A-Level、中四至中五學生可申請A-Level、而中六學生更可申請一年制A-Level課程或與修咸頓大學合辦的大學基礎課程（Foundation）。

Itchen College為國際學生提供全面支援：學校設立國際學生辦事處，辦事處內有不同教職員專責處理國際學生的學業、簽證及日常生活等範疇；此外，Itchen College設立課後發問室，學生可到該課室向老師求教；每位學生亦有一位個人導師（Personal Tutor），解答學業及生活上的疑惑。Itchen College亦以課前溫習和課後小測的教學方式，讓學生緊貼學習進度，溫故知新。對於以考入頂尖大學為目標的同學，學校會另設面試及辯論訓練。學校亦有特定職員監管寄宿家庭，所有寄宿家庭都由學校監管並取得警局許可（良民證），WAP亦會與學校定期聯絡，並與家長跟進學生情況及提供大學選校等建議。

Itchen College招生主任Sian Steggles最後重申學校理念：「At Itchen, we see our students as more than A grade students, their success is measured by more than their academics and we encourage each of our students to flourish and grow as an individual.」

香港學生留學成才
在港就讀聖士提反書院的Jamie，是一個素有計畫的年輕人，她相信，如要在國際化的香港闖一番事業，海外升學的體驗必不可少：「英國是個多元文化的國家，在Itchen College修讀預科，除了認識到當地文化外，還跟各地的學生建立友誼，熟悉跨文化的溝通方式，英語也大有進步。」

她最喜歡活潑的學習氣氛，例如物理科老師教導他們鑽木取火，解釋物理現象：「老師們常用教科書以外的例子，使我們理解得更深入透徹；又如英語水平試IELTS的英語班，老師們都是IELTS的主考官或審查員，能夠針對性地指導國際學生提升英語，幫助我們在公開試中取得高分數。」

去年，Jamie在AS Level中取得 5A成績，現已取得四所英國大學的工程學系有條件取錄，當中包括英國倫敦大學學院（UCL）、倫敦國王學院（King's College London）等頂尖學府，還獲得劍橋大學（University of Cambridge）邀請面試；但她決意返發展，以非聯招方式得到港大、中大及科大的有條件取錄，眾多發展方向，由她掌握。

另外三位香港學生Jojo、Kevin和Anson都十分享受英國的學習生活，認為壓力較香港小，老師講課啟發思維，校園活動豐富，更激發潛能，爭取理想的成績。Kevin說：「學校的老師具有教學熱誠，而專責國際學生的職員亦非常有耐性，樂於協助我們適應留學生活；除了成績進步了，我更感自己學懂獨立，有自信迎接未來的挑戰。」

嚴選優質英國政府中學
以文化交流為宗旨，英國政府批准部分政府學校錄取國際學生，比例上限為整體學生的兩成；平均而言，每年學費連住宿費約港幣十三至十八萬（視乎匯率浮動），是傳統私立學校開支的一半，甚至三分之一，費用已包括雜費如參觀旅行、書簿及公開考試等費用，政府中學也沒有其他雜費或隱藏性開支。而國際學生亦可被納入英國國民醫療保障範圍，看醫生不須繳付診症費，只須繳付藥物費用或自行準備的基本藥物。香港家長選擇學校時，可參考英國標準教育局（Ofsted）的評價；WAP國際院校升學中心是十五所英國政府中學的官方代表，除了Itchen College，他們有以下建議：

The College of Richard Collyer預科書院獲英國標準教育局評為最高級別「傑出」（Outstanding），亦是少數獲頒Beacon Award 的學校。過去兩年的公開考試成績在全國平均之上，及格率為99%，在全英國名列前茅（前十五名）。辦學歷史可追溯至1532年。該校目前有四十七位國際學生，一千七百位英國學生，國際學生在入學前的暑假，可獲發學生身分登入MyProgress系統，查閱即將開課的學習內容，好讓他們預習準備。學校設多元化的活動學會，如辯論隊、話劇組、音樂團等，校方也積極鼓勵學生參加國際比賽，如物理奧林匹克等。學校會指導學生在英國聯招（UCAS）中選擇合適的大學，提供面試工作坊，而所有學生呈交個人陳述前，都會得到學校高層的審核及建議，確保內容能表達學生的過人之處。有志報讀的香港學生，英語水平IELTS成績須達 5.5分，並提供本港中學的成績為參考。

Boston College
距離英國倫敦兩小時車程的Boston College是罕有提供寄宿的政府學校之一，位於英國東岸城市林肯郡（Lincolnshire）。全日制及兼讀合共約有八千名學生，畢業生成績斐然，根據去年的A-Level成績表現，及格率為98%，當中七成取得A*至B的級別，成功考進頂尖學府如倫敦政治經濟學院（London School of Economics）曼徹斯特大學（Manchester University）等；去年，約有二十多名國際學生考進英的大學，香港學生Raymond Ng是其中之一，現於曼徹斯特大學主修土木工程。該校的國際學生分別來自世界各地，華人比例少，Raymond認為學校理解國際學水平上特別加強訓練，提升他們的溝通能力，增添自信，學習自然更得心應手了。

我估阿女去完 3 個星期英國暑期班後想去英國讀中學, 但 Concord 我見佢網站資料顯示四萬鬆啲英磅(學費+宿舍, 要~40萬港幣一年), 我家財非常有限無能力支付, 同 agent 吹水講開, agent 話佢每年做好多香港公務員報英國公立中學, (因為公務員 OEA 子女英國留學津貼 ~7-8萬港幣, 而剩餘嘅錢公務員要自付的), agent 話英國公立中學費用十幾二十萬就攪掂, 咁我先至知去英國留學原來可以報考讀平一半費用嘅公立中學, 而GCE AL 成績唔差的.

朋友個女前兩年去了英國官立學校讀中學，基本上學校不錯，全校只有幾個中國人，但因沒有宿舍要homestay，這些家庭大部份是為了賺錢，有好有唔好，小朋友要獨立性高才容易過度。

● Arranging accommodation during Christmas or Easter long holidays if required

Also included in the administration fee is the option to join a Seminar held annually in Hong Kong in August.  This serves as a pre-arrival seminar for new parents and their children, but also includes updates in changes made to curriculum and/or examinations.  The Director is available to meet parents in their home country should the need arise.  As a recognised Visa Adviser, Mrs Blythe is also able to help with UK visa applications.

係真架，紐西蘭"政府學校" ''學費'' 真係咁平呀，你要另加 homestay 價錢，只計學費+ homestay 大約港幣十幾萬一年咋，平過大部份英國私校，紐西蘭讀中學同係北愛爾蘭讀價錢差唔多咁平呀。

之前見 EK 網友分享英國熱門寄宿學校要早一至兩年申請排 waiting list. 原來紐西蘭都有咁情況. 今朝我啱啱e-mail 問紐西蘭心儀寄宿學校, 依家申請的話, 最快要 wait 到出年 term 3 先至有位!

學校回覆..... we currently have a waiting list for girls to get into X X School in 2019 and terms 1 and 2, 2020. Should you be interested in long term study after term 2 next year, our Director of Internationals students will be visiting Hong Kong in term 2, 2020. ...The girls boarding houses are likely to have a waiting list for term 3 very shortly. The earliest we will be able to consider taking her in term 3 2020.

我有2個心結仍未解開:
1) 係咪容易學壞? 因為要住 homestay 無寄宿中學咁嚴

2) 自己孩子如果無自律, 係咪會容易好 HEA 咁過? 因為公立預科書院上堂時間唔多, 多自修或唔洗返學/多空堂. 另外, 因為無寄宿中學咁操公開試?

因為自己左計又計, 又英國又愛爾蘭又紐西蘭又日本(但阿女唔鍾意及決定唔肯去日本留學) 咁去 "格價" 留學費用、對比學制及考慮日後孩子自己機會大可能可以留得底做野及移民, 英國公立政府預科學校係可以負擔到嘅留學方案.

不過我會飛去看看再決定、先比大仔在港讀下1-2 年中學先。

我女雖然不是讀公校，但都有不少朋友的子女就讀的。
首先，home stay 已經是一個很大的變數，不少朋友都有在第二年更換。有的有些不合理的要求，例如要在五分鐘內完成沖涼。有些離學校較遠的，等車要一個鐘，步行要45分鐘，你女兒的選擇,會是什麼?
第二，老師。小女剛上大學未開學，己獲師姐告知那老師不用上堂了。其實，英國私立中學己經有這樣的老師，相信公校也會有吧，問題是若你女兒遇到這樣的老師，會否走堂呢？
第三，同學。我朋友遇到的香港同學，都是有心向學的，學壞的機會不大.但大多數都是群埋自己香港的一班，拍拖的機會是50%.
在英國讀公校變數是較大，但也是一種磨練，是否適合你女兒，真是要多多研究。

其實易唔易學壞係好睇小朋友本身，hae唔hae亦都係好睇佢自己，住boarding都係好自由，你唔溫書冇人理你。
同埋住boarding其實都會成日去寄宿家庭住，我女去過n個家庭，so far都ok, 係得一個差d, 3餐都俾唔到，不過投訴之後都肯改善。

如果你指的是NCEA，紐西蘭NCEA分三年考的，Year 11考level 1，Year 12 考level 2，Year 13考level 3，每個level都有基本要求：

如果想用NCEA成績考當地大學，就要最低限度考到以下成績：

所以最好在year 11之前入學，等小朋友先適應咗當地生活及學習，再正式上year 11會好D。

至於難唔難，相信唔會難得過DSE啩，因為NCEA讀一年考一年，而且有分internal 及external ，internal係校內評核的，external 才是真正的公開考試。

嗰邊通常係睇歲數，大約18歲嗰年應該係Year 13，不過都要俾學校睇咗同學成績先，亦可能會面試，如果學校見到佢能力真係差好遠，可能會要求讀低一年。

要唔要完咗中三哩樣真係幾難決擇，紐西蘭學校就梗係想你term one開始啦

如果讀完中三，七月去插year 10，咁佢都有半年可以適應下。

英國內政部（Home Office）宣佈，將重新開放國際學生畢業後可以留在英國兩年找工作的簽證（PSW）。兩大黨及教育界都表示歡迎。

近10年來，赴美國留學的海外學生人數增長了40%，澳大利亞增長了45%，加拿大猛漲了57%。同期相比，到英國的海外留學生只微升3%。英國大學校長們稱，10年間的此消彼長，PSW簽證的取消是關鍵因素之一。美國和加拿大允許留學生畢業後停留3年找工作，而澳大利亞允許留學生畢業後停留4年。

恢復PSW的舉動將推翻當時的內政大臣特蕾莎·梅（Theresa May）2012年做出的決定：要求海外學生在畢業後的4個月內離開英國。

現在，英國首相鮑里斯·約翰遜（Boris Johnson）說，這一改變將使學生「釋放他們的潛力」，並在英國開始職業生涯。這一簽證將適用於2020年開始來英國攻讀本科或本科以上學位的國際學生，他們必須在有詳實移民檢查記錄的機構學習。去年英國約有45萬名國際學生。

陷在脫歐的泥沼當中，英國政府此提案意外得到各方共識。除了兩大黨都接受提案之外，高等教育組織尤其大學高層們都表示歡迎，希望重新招回國際學生前往英國就學。根據這個提案，學生必須尋求的工作種類沒有限制，數字上限也沒有限制。

華人迴響正面
2019年1月統計，在英國留學的45萬海外學生中，中港台留學生佔約10萬人，多年來穩居人數第一。
事實上，2012年取消這個簽證，除了引起教育界批評之外，時任內政大臣的特蕾莎·梅也被中國留學生戲稱為「留學殺手」。

在英國從事華人學生申請學校諮商的「津橋留學顧問」（Oxbridge Holdings）總監Susan Fang對BBC中文說，2012年的決定確實削弱許多國際學生來英國的興趣，「尤其對那些希望在返回祖國之前可以有在海外工作以獲得職業歷練有抱負的人才。」她說。

Susan Fang觀察到，沒有了PSW，一般而言，英國最終留下的是富裕的學生，而他們不一定要擔心未來的就業，因此有可能不需要努力學習。這也導致具有競爭力的學生可能會去北美和澳大利亞等地。「脫歐前夕，重啟PSW是英國重新向全球優秀人才釋放善意的好消息，」她表示。

各界反應
BBC英國內政事務編輯伊斯頓（Mark Easton）說：「特蕾莎·梅當時的目標是將淨移民數量減少到數萬人。此時，約翰遜承諾放棄這一目標，並鼓勵最聰明、最好的人來到英國生活和工作。」

一貫對移民問題持開放立場的反對黨工黨（Labour Party）也對此表示贊成。該黨影子內政大臣艾博特（Dianne Abbott）發表公開聲明說：
「工黨一直聲援，國際畢業生應該能在英國學校畢業之後在這裏工作，因為這使他們能夠為我們的經濟，大學和研究做出貢獻，並幫助我們吸引來自世界各地的最聰明和最優秀的人才。很遺憾，之前的部長們都反對這個措施。」

英國大學
來自印度的學生史瓦米（Shreya Swamy）表示，這項建議是跨出一大步。但對她而言，這也是個「悲傷的一天」，因為已經來不及幫助已經在英國學習的學生。她剛念完了一個創意藝術的碩士學位，並表示她已經「苦苦掙扎」的找工作，而目前的簽證讓她只有4個月的時間去尋找工作。

她說，國際畢業生在英國找到工作的機會接近於零，而且他們常被指責為缺乏經驗。她說：「過去幾個月我一直在努力於我的求職計劃，因為在英國似乎幾乎不可能拿到工作」；」我感到非常無助，幾乎後悔來這裏學習，因為我最終會帶著一張非常昂貴的紙回家。」

前身是英國大學校長委員會的Universities UK首席執行官賈維斯（Alistair Jarvis）對此提案表示歡迎，稱這將有利於英國經濟，並將英國恢復為國際學生「首選學習目的地」。

BBC事實查核：有多少國際學生畢業後留在英國
目前有超過45萬名國際學生在英國大學學習。其中，近三分之二來自歐盟之外，因此需要學生簽證才能進入該國。

每年約有17萬至18.5萬名學生畢業，根據現行規定，他們有四個月的時間轉入另一個簽證，如工作簽證或決定繼續學習。2018年，有6300人從學生簽證轉到工作簽證，這意味著他們在第一年正式獲得了至少2.08萬英鎊年薪的工作。

另有450人獲得了「高價值移民「簽證（high-value migrant）。這簽證通常是給那些在某一領域具有特殊專長的人，或有固定資金投資該國的人。

我們發現每年有近4萬份學生簽證延期，這意味著大量畢業生正在英國繼續學習。這仍然表示，超過10萬名學生沒有正式延長他們的簽證，目前我們沒有可靠的數據表明有多少人離開英國。

【明報專訊】英國首相約翰遜周三（11日）宣布，將於明年恢復外國留學生畢業後可居留兩年找尋工作的規定，以吸引專才留在當地展開事業，而且不限工種及人數。當局自2012年起收緊移民政策，規定畢業生須於4個月內離境，被視為是近年國際生人數下降的主因之一。學界一直爭取延長畢業後居留期以吸納更多海外學生留學，惟有關注移民的組織憂慮措施會令更多人藉此走後門留在英國。

下學年起實施保持紀錄院校始適用
新建議將適用於下學年起入讀大學本科或以上程度課程的國際學生，但他們必須在有保持移民檢查紀錄的院校就讀。他們畢業後能在英國工作兩年，而且工作不限與學生攻讀科目相關，亦不設人數上限。政府表示，此舉的部分目標在於吸引科學、科技、工程及數學這些「STEM」範疇等的優材生。與此同時，英國亦宣布展開耗資2億鎊（約19.3億港元）的遺傳學項目「生物銀行」（Biobank）。約翰遜指英國正匯聚各地專家展開全球最大規模的遺傳學研究計劃，若要取得突破，就必須向「全球最聰明而優秀的人開放，讓他們在英國學習和工作」。

英國原本設有畢業生工作簽證（Post-study work visa），國際生畢業後可於英國延長逗留兩年，惟時任內政大臣文翠珊在2012年取消有關簽證，規定畢業生須於4個月離境，以控制移民數字。國際生若要在居留期後留在英國工作，就必須先取得工作簽證，條件包括受僱於持有僱主擔保許可證的英國公司、年薪達到最少3萬鎊（約29萬港元）等，最快可於第5年取得永久居留權。

代表130間院校的英國大學聯合會（Universities UK）對新措施表示支持，行政總裁賈維斯（Alistair Jarvis）認為，原本的限制令英國在招收國際生上陷入「競爭劣勢」，新措施將有利英國經濟，並重振英國作為升學目的地首選的地位。歐盟法律規定，英國大學對本地及歐盟學生的學費上限為每年9250英鎊（約8.9萬港元），對國際生的學費則沒有限制，令招募國際生成為大學的重要收入來源。面臨英國脫歐，各大院校亦正為歐盟學生數量下降做好準備。當地大學去年共有約46萬名非歐盟的國際生，每年帶來200億鎊（約1,930億港元）收益，包括學費及英語培訓等。政府今年初的報告提出，於未來10年增加留學人數至60萬，並將收益提升至350億鎊（約3,380億港元）。

院校為脫歐後學生減少作準備
不過，關注移民問題的智庫「移民觀察」（Migration Watch）主席穆罕默德（Alp Mehmet）批評政府的做法「不明智」，或會令不少外國畢業生留在英國「做上貨員」（被視為低下階層工種），又稱本地大學能吸引大量國際生，毋須將學習簽證降格為留在英國工作的「後門」。現時英國失業率為3.8%，早前曾有研究顯示國際生的收入較本地學生高出五成。

10年永居
適合低齡留學生。根據目前英國的法律規定，申請人依據長時間居住在英國可申請永久居留權的政策，可在達到該時間要求後直接申請永居，現行的「長時間」標準為10年。隨着目前低齡孩子留學英國的人數不斷增多，符合這一項要求的人數也在增加。如孩子在小學或11-12歲左右到英國讀書，等到本科或研究生畢業時便自動符合了這一項標準而可以直接申請永居。這對於原本就計劃把孩子早早送到英國讀書的家庭最為合適。

工作簽證
英國自取消了畢業生的PSW簽證(該簽證允許非歐盟留學生畢業後可以繼續留英工作實踐兩年)後，意味着應屆畢業生要想在英國工作，需要在畢業後就找到一家能夠並願意為其辦理Tier 2工作簽證的僱主。而要辦理工作簽證，除了僱主需要擁有擔保資格外，職位的年薪也要達到要求。

對於希望通過此種方式留在英國的學生，我們建議家長和學生在專業的選擇上要多加考慮。目前在我們接觸的學生中，大多數學生在選擇專業時比較盲目，一窩蜂選擇一些國內的熱門專業，並未考慮職位的長遠發展以及個人的專長和興趣。對於英國來說，即使移民政策再變，對於真正稀缺的人才還是非常容易留下來的，例如醫學、法律、化學、數學等貨真價實的學科，畢業後想在英國找到一份工作並不困難。

Tier 1 Graduate Entrepreneur
UK entrepreneur visaT1畢業生企業家移民專門針對的是，擔心在英國找不到工作或者沒得到適當工作機會，但是正好又有着商業頭腦，手上有體系完善的商業計劃想要在英國予以實踐的留學生群體。

零成本畢業生企業家移民
畢業生企業家移民簽證先給一年，之後續簽再給一年，兩年後，申請人如果能拿出最少5萬英鎊用於投資（也就是說，最初的一兩年，都是沒有資金要求的，完全零成本），此時就可轉為企業家移民簽證（Tier 1Entrepreneur）。

根據英國現行移民法律條款，通俗的解釋10年永居－任何申請人在英國連續，合法居住滿足10年後，都可以申請英國的綠卡 (ILR,永久居留)。從整個中國地區前往英國留學移民的數據上來看，2014,2015年將有很多10年前來自中國讀書的學生申請人有可能符合這個申請條件，此文將從法律基礎以及常見問題，包括相應技巧對此政策進行全面解讀，希望能夠幫到那些有需要的申請人。

此法律條款的存在性及延續性：
很多申請10年永居的人擔憂這種永居申請的方式會在不久的將來被英國政府取消，但我們從法源上來作出的判斷是英國政府完全取消此條款的可能性很小。首先，10年永居是歐盟人權法裡一條重要的規定，所以除非英國完全退出歐盟，依據10年進行的永居申請將一直有效。

在這篇文章中，我首先將詳細介紹10年永居的要求和相關概念，然後梳理申請10年永居的關鍵點和難點，最後我將對關於10年永居相關的法令法規做出解釋，好讓大家徹底掌握10年永居申請。

概念篇
首先，我們必須搞清楚“什麼是10年永居”？其實平日里大家說的10年永居的正確講法應該是“依據長時間居住在英國申請永久居留權(Permanent Residency based on Long Residency Rule)”。那麼多長時間算是“長時間居留在英國呢？”，沒錯，就是10年。相關申請指南中(long residency policy guide)明確指出從某人入境英國那天算起，如果此人連續性並且合法(continuously lawful)在英國居住超過10年即有權申請英國永居。這裡要注意，10年期限的計算一定是從此人進入英國那天算起，而非此人拿到簽證的日期。由於簽證有效期一般早於某人實際進入英國的日期，所以這裡我需要特此聲明。有關10年的期限，嚴格來講，其實申請人可以提前28天遞交申請，也就是說申請人如果在英國合法連續居留9年11個月零2天即有權申請永居。

什麼是合法簽證？
讀者恐怕已經註意到“連續性”和“合法”這兩個關鍵點。的確，在英國居住10年也許容易達到，但要滿足連續合法卻不一定容易。我們先來看怎樣才算是“合法”，這裡有一個很簡單的判斷標準，那就是只要是由英國政府(無論境內境外)簽發的簽證即算是合法簽證。申請者對於一般的簽證類型都很有把握，大家知道學生簽，工作簽，配偶籤等簽證類型都算在合法簽證種類下，但這裡我特意強調大家不要忽略“旅遊簽”。旅遊簽因為時間短，並且不具有長期居留權而被大多數人排除在申請10年永居簽證類型外，但很多申請人忽略的是：旅遊簽也屬於“合法簽證”之一，算在10年永居簽證類型的範圍內。

什麼是連續簽證？
說完了“合法簽證”，我們來看“連續性”這個問題。從概念上來說，英國政府對於連續性的定義為
“在10年當中，申請人單次離境天數不得超過180天，同時在10年內離境總天數不超過539天”。

總天數539好理解，關於單次180天的規定需要注意兩方面的問題：
1). 在英國境內的連續性和時間問題；
2). 在英國境外的連續性和時間問題。
在境內的連續性一般來講很好保證，申請人只要確保每次續籤時遞出去簽證是在當下簽證到期前即算作滿足連續性。 10年永居指南中甚至寫到申請人理論上講只要在現有簽證到期後的28天內遞交新的簽證就仍然保持著連續性的規定。

在彼得森律師處過的多數案例中，凡是在簽證到期後遞交新簽證，大多被移民局看作是存在“斷期(gap)”，如果不在遞交時明確指明法律條款細節(其實移民局的case worker很多人對條例都不清除，汗。。。)申請被拒情況頗多。在境外的連續性可以這樣理解，即：申請者在每次離開英國時都必須具有英國合法簽證，每次回英國時也都必須具有英國合法簽證(離境和入境時，簽證種類可以不同)，並且離開時間不能超過180天。

天數上的要求是硬指標，如果申請者勵志要拿下10年永居，最好在這兩個指標(180天和539天)上不要超標。當然申請者可以提供相關材料去試著證明自己超出離境天數為必不得已(火山爆發，醫療狀況，車禍，飛機失聯等以外狀況)，但申請成功的可能性也有可能隨之降低。

實際操作篇
在了解了10年永居的概念後，我們這裡談一下申請所需要達到的條件和申請材料。除了要具備連續性合法簽證外，
申請者在申請10年永居的時候必須通過一個叫做“Life in the UK Test”的考試，這個考試意在測試申請人對於英國這個國家的知曉程度，考試裡會涉及到諸如英國歷史，當代政治，生活細則，社會系統，國家法律法規等問題。

此外，申請者還需要能夠證明自己的語言能力，申請者可以提供包括雅思[微博]在內的英語測試等級證明(需要達到B1級別，也就是雅思考試的4分)，或者提供申請者(如果在英國接受過教育)的大學畢業證書以證明其英語能力。

最後，申請者必須證明自己在英國有著很好的生活記錄，不能出現任何的犯罪記錄，這是考驗申請者是否能夠成為一名合格的英國公民的重要考核。對於大多數中國人來講，駕車違章記錄恐怕是一個頭疼的問題，駕車違章也是申請10年永居時簽證官重點考察的一個記錄。依照目前的違章規定，根據不同的違章形式，申請者的駕駛積分將會被扣除長達3年到5年。換句話說，如果申請者在申請永居時能夠剛好趕在駕駛積分被恢復則沒有問題，否則你的申請上會出現違章記錄，這對申請不利。

在滿足了上面的所有條件後，申請人便可以著手準備永居的申請，申請材料很簡單，一份申請表，兩張照片，一份你在英國警察局的註冊信(如果你有的話)，1,093英鎊的申請費，和諸如水電氣賬單，council tax，工資單等能夠證明申請人在英國記錄的材料。以上材料均需提供原件和復印件。需要注意的是，從法律條文中對地址證明及簽證歷史的說明並沒有明確要求，但是建議申請人如果有相關證據可以考慮提交，並不是必要條件！！！
10年永居相關政策篇
在閱讀完以上文字後，申請者應該能夠順利地申請10年永居，在本文的最後一個部分我最後再介紹一下與10年永居相關的移民政策，希望能夠幫助需要的朋友們。

首先，我先來說一下關於依據10年永居續籤的問題。有些申請者在滿足了10年永居的條件下或是由於語言問題，或是由於life in the UK Test 考試的問題還是無法申請10年永居，在這種情況下，英國方面允許申請人申請2年的續簽，申請人可以利用這兩年時間繼續學習與英國相關的知識已準備各種考試，或者利用這兩年時間做申請人想做的事情。英國方面規定，如果申請人續籤後在英國的總時間沒有超過20年，那麼申請者續籤後的簽證種類則跟與上一個簽證種類一致，而如果申請者申請後在英時間超過20年，那麼申請者將不受制於上一個簽證種類的製約，比如，申請者A上一個簽證是學生簽，在滿足10年永居的情況下進行續簽2年後A在英國的總時間超過20年，那麼A將不再受制於學生簽證限制，A可以自由工作。

其次，我來說說申請10年永居後的相關事宜。大多數中國人拿到永居後有這兩種考慮：
1)。準備加入英國國籍；
2)。拿到永居後能夠自由在中英兩國之間往返。
先來說前一種，在拿到英國永居後加入英國國籍可以通過一個叫“歸化(naturalisation)”的過程實現，條件也頗為簡單。申請人在拿到永居後的一年就可以申請國籍，申請人只需確保自己在過去的5年中離境天數不超過450天，在過去的一年內離境天數不超過90天。對於後一種人群，那些想要利用英國永居來回穿梭與中英兩國之間的人們來說，如果想保持自己的永居身份，那麼申請者需要確保自己每兩年內必須返回英國一次，否則永居卡將會被吊銷。

事實上，英國方面並沒有規定每次回到英國需要停留的時間，根據我們的經驗來看，對於兩年內必須回到英國的規定也並非是一個絕對的量化的考核。這裡要注意的是英國方面的所說的“動機(intention)”這樣一個問題。對於擁有永居的人來說，英國方面想要看到的是你真正想要在英國安定下來並且長期生活在英國這樣一個情況，也就是說，如果你能證明你與英國保持著絕對的聯繫並且能夠展示出你決定在英國生活的證據，那麼在進入海關的時候出示永居卡便應該能夠保證你順利入境。相反，如果你離開英國過久，回來時又沒能展示出你返回英國居住的證據，那麼你的永居卡則很有可能會被吊銷。

最後，我來說一說這個叫做 Private Life 的問題。上文中已經提到根據10年永居續籤後是否到達20年這一問題，Private Life 就是根據這個20年的期限判斷的。簡單來講，由於早年間英國移民法的不健全，很多移民進入英國後並沒有合法手續，所以依據10年永居的申請途徑無法確保他們能夠合法地居留在英國，依據 Private life 申請永居就是為了解決這些人的移民問題。這條法令是這樣的，

1)。如果申請人連續在英國逗留20年以上，無論簽證類型是合法或是非合法，申請人都有權利申請在英國的永久居留權；
2)。如果申請人小於18歲，那麼只要證明其在英國連續居留超過7年，即可申請英國永久居留；
3)。如果申請人年齡在18-25 歲之間，那麼申請者只要證明自己在英國連續性生活，並且居留時間超過了其整個生命的一半以上，即可申請英國永居。
我們可以看到，設置 Private Life 的初衷是對於人道主義的考慮，對於那些在英國長期居住但沒有合法簽證的人們來講，這是他們能夠移民英國的合法途徑。
上述第三條時絕大多是人所不知道的，甚至包括很多律師執業者，對這條法律條文都很陌生，但是實際情況來看，特別適合那些很小就進入英國後的申請人，譬如5,6歲進入英國以後，6年以後就可以申請英國綠卡。

身兼全國港澳研究會理事的法律學者田飛龍認為，如果英國執意推行BNO入籍途徑，全國人大常委會可能會就《基本法》第二十四條釋法。

北京航空航天大學法學院副教授田飛龍說：「如果英國逼到走這一步，就是居英權和居港權二選一，結合憲法和《國籍法》中的單一國籍原則，澄清具有中國國籍的香港永久居民，如果獲得外國國籍，尤其是BNO基礎上獲得英國國籍，則自動喪失中國國籍，也要喪失香港永久居留的資格。」

他相信如果釋法只會針對BNO持有人，作為反制英國的措施。持有加拿大、澳洲等其他國籍的香港居民，相信不受影響。

田飛龍稱：「加拿大、澳洲歷史上不存在大規模，如此大量，然後可能把香港人才和資本掏空的情況，『以牙還牙、以眼還眼』，不觸及香港人，擁有英國之外其他國籍的情況下，他已經取得的居留資格。」
田飛龍又指如果人大釋法後以BNO途徑入籍英國的香港人，也會失去所有香港的福利及《基本法》第二十六條訂明享有的選舉權和被選舉權。

至於簽證其他細節仍有待公布，但簽證生效前已不建議家庭各自入境，又有鑑於內政部在BNO簽證中一直強調不希望家庭分開生活，才酌情可帶同97後沒有BNO又滿18歲的子女移民，所以有機會日後簽證生效亦不容許用太空人方式移民英國，需要舉家一同到英國生活才批准。

If you’re not eligible to enter the UK under an existing immigration route, Border Force Officers may be able to consider granting ‘Leave Outside the Rules’ at the UK border for a period of 6 months to you and your accompanying dependants.
To be considered, you’ll need to show:

your identity
your BN(O) citizen status
that you normally live in Hong Kong
that you can accommodate support yourself financially in the UK

You’ll also need to show evidence of any non-BN(O) dependants’ family links to you and you should travel together to the UK as a family unit. A dependant is any of the following:

spouse or civil partner
unmarried partner
child (under the age of 18 when they first applied)
other family members where they can show there is a high level of dependency

香港近一年半政局不穩，引發部分港人考慮移民。英國政府較早前擴大英國國民（海外）護照（BNO）持有人權利，讓BNO港人可於2021年1月31日起與家人申請特別簽證赴英國居留。方案俗稱「5+1」，持BNO港人及受養人可申請特別簽證留英5年後，申請居留權，再居住1年便可取得永居資格。

與英國領事館有聯繫的民主黨前主席劉慧卿，上月在《香港01》訪談節目中透露，英國正研究放寬「家庭入籍」的規定，或容許申請人毋需全體家庭成員同時入境。她今日（6日）向記者透露更多細節，英政府擬容許申請家庭中父母其中一人留港繼續工作，另一人則帶同子女到英國，即俗稱的「太空人計劃」。據其了解，由於這個計劃沒有設時限，變相留港的一方可以繼續長期在港工作，賺錢支持家人在英國的生活。

《蘋果日報》昨晚引述劉慧卿報道，英國原先的移民政策並不容許「太空人計劃」，一般都會要求申請人與受養人需要一起移居英國，才可以取得永居。不過她表示，英國考慮後最新決定容許申請人（一般為父母）繼續留在港工作，子女則可以在英國接受教育，細節料於接受申請前公布。劉慧卿又指，據其理解如果父母最終決定留港、放棄英籍，也不會影響子女取得英國永居。

報道引述另一消息則提到，英國了解不少港人難以放棄在港的工作，但同時想安排子女在英國讀書，故容許「太空人計劃」，計劃日後可在網上申請。至於申請人自身如想得到永居資格，條件暫時未有定案，但一般原則是首五年每年均不能離開英國多於180天。

料「太空人計劃」成事機會大
劉慧卿接受《香港01》記者查詢時進一步提到，英國政府原先推出「5+1計劃」時，預期申請人是以家庭為單位申請，所以沒有容許其中一名申請人留港。不過英國領事館官員一向有和她聯繫，並委託她反映港人的意見，她向官員反映部分港人暫時留港工作的意願，希望可以靈活處理，官員亦十分歡迎，按目前進展，「太空人計劃」成事機會頗大。

至於留英180日的規定，她解釋這不是針對BNO，而是英國一貫的政策。簡言之，申請人的家庭可以照樣留下一人在港，伴侶在英國安頓子女後，可以暫時回港處理事務，只不過每12個月中，不能離開英國多於180天。

劉慧卿：無時限無配額　申請人可隨時赴英
目前港人對於移居英國其中一個重要關注點在於，在港的資歷於英國未必獲承認，在英國工作不能賺回在香港的薪資，「太空人計劃」容許一人留港，這個留港安排有沒有限期？

劉慧卿指最終要視乎官方公布的版本，但從原則來看相信沒有時限。她指從技術上，由於以BNO申請赴英的簽證有5年期限，如果留港的申請人希望工作一段長時間後才赴英，到時可能需要申請自身的簽證續期，但這不會影響在英國的家人居留資格，自身日後隨時再前往英國也可。「申請簽證個權利唔會冇咗，始終一開始申請時你個名已經喺份簽證上面，只不過到時要續期咁解，遲去英國，5+1就會遲開始計算。」她又提到相對很多國家的移民政策，BNO「太空人計劃」更進一步之處在於沒有配額。

至於最大的變數，劉慧卿指將會是英方改變政策，始終這是英國政府自身的事務。不過她相信，在可見將來此政策被推翻的機會不大，因為擔心香港人權自由狀況、容許港人保留「逃生門」，是英國的跨黨派共識。

You’ll be able to apply to enter or stay in the UK for a period of 30 months (which you can extend by a further 30 months) or a period of 5 years. You’ll be able to apply from outside or inside the UK.

You’ll be able to apply for settlement after 5 years if you meet the requirements, and British citizenship 12 months after settlement.

Who can applyYou can apply for the Hong Kong BN(O) visa if you are a BN(O) citizen. You don’t need a valid a BN(O) passport to show this and you don’t need to request a new passport if it’s expired or has been lost. However, if you have an expired BN(O) passport you should still submit it with your application.

You’ll need a valid travel document and you can use a valid Hong Kong Special Administrative Region passport to travel if you have one.
Family membersYour family members who normally live with you may also be able to apply, including your:

spouse, civil partner or unmarried partner
child (under the age of 18)
adult child born on or after 1 July 1997 (and their spouse, or child under the age of 18)
other family members (parent, grandparent, brother, sister, son or daughter) in exceptional circumstances where there is a high level of dependency

Children under 18 must intend to live with their parents during their stay in the UK, unless there is a good reason why they cannot.
Residency requirementsIf you’re applying from outside the UK, you and your family members must normally live in Hong Kong.
If you’re already in the UK, you must normally live in the UK, Jersey, Guernsey, the Isle of Man, or Hong Kong.

Money you’ll needYou must show that you can accommodate and provide financial support for yourself and your family members for at least 6 months in the UK.
You can show this through:

money in your bank account
income you get from a current job in the UK (including self-employment)
any other income you get (for example from renting out a property)
offers of support or accommodation from friends or family

You’ll need to provide evidence such as:

bank statements
letters from friends or family with evidence they have the money to support you and your family members

These documents must be in English, or in the original language with a certified English translation.

More information on what documents you need will be on the application form available from 31 January 2021.
You won’t need to meet this requirement if you’ve been living in the UK for more than a year when you apply.

Settlement and citizenship
You’ll be able to apply to settle in the UK (also called ‘indefinite leave to remain’) once you’ve lived here for 5 years.
If you’ve already spent time in the UK on a route to settlement (for example, a general work (Tier 2) visa), this time will count towards the 5 years.
Time spent on Tier 4 (now called the Student visa) or Tier 5 (now called the Temporary Worker - Government Authorised Exchange visa (T5)) are not routes to settlement and will not count towards the 5 years.
You’ll need to:

meet the English language requirements
pass the Life in the UK Test
have spent no more than 180 days outside the UK in any 12 months in the previous 5 years
pay a fee to apply for settlement

You’ll be able to apply for citizenship once you’ve been settled in the UK for 12 months.

You’ll need to pay a fee to apply for citizenship.
Children under 18 and highly dependent adult family members can only apply for settlement if the main BN(O) applicant is applying for settlement at the same time, or has already been granted settlement, or is already a British citizen.
