Vic also offers mandarin stream and portion of their students were admitted to IS in K2/K3 for their strengths in bilingual language capacities and IB curriculum.
In terms of student mix, tutor time should be more diversified for better preparation of IS and less demanding on academic for less concern of bridging local P1.
As far as feedback from parents, historical track record, teaching quality, curriculum design and teacher qualifications, I will vote for Vic.

Depends on which IS you target, if GSIS, ESF, FIS, and most others, tutortime better.
If ISF, CIS, KCIS, CKY and even local school,
Victoria better.
If you cannot decide yet, probably pick Victoria first.
