My friend tried to mail it on 22 June (Thursday) and call their office to see if its okay and was told the application need to arrive by 23 June 5:00pm.
So she hand in the application by hand same day on 22 June.

I called the office on the 23rd and was told that it needed to be postmarked by the 23rd. The office reminded me to mail in the post office, not dropping in the mailbox, to make sure that it gets postmarked the same day

I believe they will use post mark as reference too but my friend rush there just in case
