I went to the school tour of TY campus, the teacher said 96% were admitted to ESF primary school. But I also looked at the older posts, only 70-75% was admitted. Is there a change of policy?

The biggest policy change in recent years was the scrapping of the Category 1 and 2 system. When that system was in place, children who could not speak Cantonese had a significant advantage over those who could, so an ESF kindergarten child could lose out to a non-ESF kindergarten child if the former is a Cantonese speaker and the latter is not.

Cat 1 and Cat 2 system no longer exists...... Cat 1 refers to children who cannot speak Cantonese and ESF thinks these kids cannot go to local mainstream school, hence they have higher need to go to ESF. Cat 2 refers to kids who can speak Cantonese.

Haha, previously when they had the Cat 1 & 2 system, not only did they look for adequate English ability but they also considered whether the child could speak Cantonese. If 2 applicants' English level were similar, the one that couldn't speak Cantonese would have priority.

I think that's because most likely those kids are non Chinese and therefore in some way are the ones who truly need to go to an international school

So I guess more than 90% is the true number for k2 graduates in 2016 to get into ESF primary? When has the cat 1 and 2 system ended?

The Category 1 and 2 system ended in 2013 (for 2014 intake).

Incidentally 2013 was also the year when HK Government started to phase out their subvention to ESF, so it is quite probable that the Cat 1 & 2 system was a HK Government directive. While ESF was was receiving government money, it must put Cantonese speaking local children at a lower priority so as to discourage local families from opting out of local schools.

Does anyone know if it's true that if one has turned down an esf kindy offer, the person would be blacklisted and probably won't be accepted if he/she later on applies to an esf primary secondary school?

Not true. But if you don't have other priority then the chance of being invited to interview is pretty low for non esf kindy kids
