It's because LSE ( The London School of Economics and Political Science ) is not a full university in the usual sense of the word, but rather like an independent Social Science Dept of the greater University of London community. It has no Science, Engineering and Medical Departments of its own. This greatly affects its funding and academic output

Most university ranking methodologies take into account the academic output ( number of Nobel and Fields Medalists , journal publications, PhD student numbers etc ), and the all important funding and endowments $$$ of the institution. So LSE, and some very good Liberal Arts Colleges In the US, are at a distinct disadvantage in this regard.

This is one of the fallacies of choosing schools just by their rankings.

儘管修讀學科不設限制，但有助增強香港長遠競爭力的課程，特別是在香港未有開辦的課程，將獲優先考慮。

假設其他條件相若，在沒有資助的情況下將無法升讀海外知名大學的清貧學生，將獲優先考慮。

為確保甄選過程客觀嚴謹，督導委員會將分三階段進行甄選－初步甄選、遴選和面試。

(i) 初步甄選(2016年1至2月)：收到申請表後，秘書處會根據申請人的學業成績和所選的大學／課程進行初步甄選。申請人可在申請表內按優先次序填上四個大學／課程的組合選擇。在評估申請人所選的大學／課程時，秘書處會參考分別由QS、上海交通大學、泰晤士報高等教育和美國新聞與世界報導的四個全球大學排行榜臚列的前100所大學／院校，以及由美國新聞與世界報導公布的全國文科大學排行榜臚列的前30所大學。申請人如能提供充分理據，排行榜以外的選擇亦會獲考慮。經整理的申請將按優先次序排列，並在第二階段由督導委員會進行遴選。

(ii) 遴選(2016年2月至3月)：在遴選的過程中，督導委員會將根據學業成績和學業以外的個人特質進行評估，從而挑選出一批申請人參加面試。入圍的申請人將獲個別通知。

(iii) 面試(2016年4月起)：入圍並獲所選大學及課程錄取(不包括有條件取錄)的申請人會獲邀參加面試，屆時會以面對面的方式，評估申請人的整體資歷。最終的獲獎人將由督導委員會決定，甄選時會參考面試小組就個別申請人所作的評核。

入圍的申請人會在2016年5月底或之前獲得通知。申請人如沒有收到通知，可作落選論。

入圍並已參加面試的申請人會獲個別通知有關申請結果。督導委員會就獎學金得主人選的決定為最終決定，不設上訴機制。

獎學金及助學金(如適用)會在獲獎人前往外地修讀2016╱17學年的課程前發放。2016/17學年的得奬人名單將於2016年8月公布。

QS大學榜　港大穩守亞洲No.2

■新加坡國立大學

【本報訊】亞洲大學排名龍虎榜出爐，英國大學評級機構Quacquarelli Symonds（QS）公佈最新亞洲區大學排名，本港學府繼續未能佔據龍頭位置，香港大學穩守第2位，排名首10名中有4間是香港的大學。有教職員指排行榜反駁港大校委會主席李國章把港大排名下跌推諉教授不務正業的說法，「再打多李國章幾巴！」

QS自2009年起推出亞洲大學排名榜，今年共評估亞洲920所大學，指標包括學術聲譽、僱主聲譽、師生比例、國際化程度等，及今年增設的博士學位教員。新加坡國立大學連續3年蟬聯第1，港大排第2，第3位是上升1位的南洋理工大學。去年排名第3的韓國科學技術院跌至第6名。

香港有7所大學進入前350名，科大、城大及中大打入10大，科大微升1位至第4位；城大排第9上升兩位；中大則從第6位滑落至第8位。理大和浸大排名下跌，前者跌至第29名，跌2個排名；浸大則由第51位跌至64位。嶺大今年排名大躍進，由去年142位升至109位，大升33位。

QS研究機構負責人Ben Sowter指7所大學平均位置從34.6位上升至第19位，主要歸功於嶺大大幅度上升。他續稱港大的成功主要由於其國際化成功，並於5項指標包括學術聲譽、國際學生及教員比例、交換生比例等獲滿分100分。7間大學的國際教員比例均滿分，他指反映香港是國際學者於海外工作最具吸引力的地方。另外，科大於新設的博士學位教員指標亦獲100分滿分。

教職員：打李國章幾巴

港大校委會主席李國章曾批評部份港大教授不務正業導致港大排名下跌。港大教職員會主席張星煒指排名證明教員研究工作對排行榜影響小，反而校委會決策對港大交換生數目等有影響，直接反映於排名，「再打多李國章幾巴！」。

內地院校方面，清華大學排名最高，佔第5位；北京大學及復旦大學下跌，前者排第9，後者排第11。日本最高排名院校為東京大學，排名第13下跌1位。

亞洲大學排名　港大跌至第四

香港大學

英國大學排名機構泰晤士高等教育（Times Higher Education，簡稱THE）公佈亞洲最佳200間學校，頭兩位分別是新加坡國立大學和南洋理工大學，首次由新加坡院校佔據冠亞，港大排第4位。

港6校躋身首50位

THE亞洲大學排名榜按院校科研收入、師生比例、國際化和研究學位數目等13個評審指標，選出亞洲排名200大學校。本港有6間大學打入亞洲50大，不過連續3年排第3位的港大今年跌出三甲，跌一位至第4位。其他院校包括科大、城大、理大及浸大排名上升，科大上升一級至第6位、城大及理大均上升7級，分別排第16及22位，浸大排名44，較去年上升一級；中大則維持第13位。

內地院校方面，北京大學超越港大，與南洋理工大學並列第2位，清華大學排第5位。去年榜首的日本東京大學則跌至第7位。THE編輯Phil Baty認為，對本港有4間大學打入亞洲20大感印象深刻，又指香港有大量具影響性研究，其中科大更於此項於亞洲排第2位，並高度國際化，認為這優勢漸獲國際認可。對於內地院校情況，Phil Baty認為內地成為全世界最多研究員的國家，取代美國地位，研究數目及質素亦不斷增加。

科大發言人對排名上升感鼓舞，指排名有助了解表現，會繼續以提供優質教育及創新科研為己任。城大指會繼續為高等教研貢獻。中大指不同排行榜各有評分準則，將繼續追求教研卓越，貢獻香港、內地及鄰近地區。

但係佢global business, MBA programme等一向好Top 唔係近幾年先發生...但係以前世界排名就將佢排到好低...只能說排名真係唔可以盡信呀...

世界首1000間大學排名出爐　港大百名不入？

世界大學排名中心（CWUR）日前公布全球首1000間大學排名，哈佛大學繼續蟬聯榜首。本港共有6間大學上榜，其中排名最高的是香港大學，獲評為第169位。

2016年CWUR大學排名頭10間大學中有8間位於美國，2間位於英國。首10間大學排名如下：

港大學術排名榜輸北大清華

【明報專訊】世界大學學術排名（The Academic Ranking of World Universities，ARWU）昨公布2016年結果，香港有6間大學躋身首500位，當中以排名全球101至150位的香港大學最佳，但仍遜於躋身百強的清華大學及北京大學。

上海排名顧問機構發布

ARWU於2003年起由上海交通大學高等教育研究院世界一流大學研究中心每年發布，至2009年起改由獨立的上海排名顧問機構（ShanghaiRanking Consultancy）發布。該項排名所根據的指標，包括校友及職員獲諾貝爾獎及菲爾茲獎的數目、研究人員論文被引用及獲重要國際學術期刊刊登的情况等，逾1200間大學獲選進行排名，當中最佳的500間上榜，榜首大學會被展示為獲得100分，其餘大學的得分根據其表現與榜首大學的差距計算，但僅首100位大學會展示出分數。

今年首3位依次為美國哈佛大學、史丹福大學及加州大學柏克萊分校，英國劍橋及牛津大學分別排第4及7位。中國內地的大學方面，清華大學及北京大學由去年的第101至150位，今年分別躍升至排第58位（29.6分）及71位（27.7分），復旦大學、上海交通大學、中國科學技術大學、浙江大學則列101至150位。其餘表現較佳的亞洲大學，包括分別排20、32及72位的日本東京大學、京都大學及名古屋大學、排83位的新加坡國立大學、排96位的日本大阪大學。

本港方面，去年中文大學及港大列151至200位，今年港大升至101至150位，中大則跌至201至300位，與城市大學及科技大學並列，後兩間大學排名與去年相同。今年理工大學維持在301至400位，去年沒上榜的浸會大學，今年則排401至500位。

QS最新世界大學排名

Quacquarelli Symonds （QS）最新一期的世界大學排名榜剛出爐；眾所周知，其排名優次、排名元素、實體調查的基素質量、國際組織的審核和認可等，皆是有跡可尋，一絲不扣，其受到全球學術界及相關人士關注，不無道理。

　　自一三年開始，QS獲國際獨立的教育審核機構IREG Observatory on Academic Rankings and Excellence 認可其QS世界大學排名，同時認可亦包括亞洲大學以及拉丁美洲的大學排名榜，都獲IREG Approved 的嘜頭。IREG乃國際專上學界的非牟利組織，成立目的是加強公眾對大學排名以及學術卓越的認知，組織成員來自學術政策以及大學排名評審專家；IREG○九年正式成立，在比利時布魯塞爾註冊，現時秘書處則在波蘭的華沙，組織內的領導委員會共有十二位成員，各司其職。

　　回說今年QS的世界大學排名榜，仍然沿用六項元素，其中四項是客觀的實質數據，分別為師生比例、論文引述、國際教職員比例、國際學生比例；餘下兩項為透過問卷調查，包括學術聲譽以及僱主對大學的觀感。學術聲譽調查是透過七萬四千多份問卷調查而成就；另透過三萬七千多位僱主對受僱畢業生對其畢業大學的觀感。客觀的實質數據和調查數據各佔一半評分作為排名元素，其中以學術、教學以及論文所佔的百分率較高。

　　今年排名榜美國大學包辦前列三甲，順序是麻省理工、史丹褔和哈佛；麻省理工獨佔鰲頭的原因必是其科技學術論文引述質量高！同類型的加州理工亦能排名第五，反映理學和科技學術研究強，排名也較前。英國劍橋、牛津、倫大學院、帝國學院能躋身十大已算不俗，其中劍橋第四、牛津第六、倫大學院第七、帝國學院第九。其餘兩所躋身十大為排名第八的瑞士聯邦理工（ETH Zurich）以及排第十的美國芝加哥大學。

　　排名最前的亞洲大學為新加坡國立大學，排十二位，其次為清華大學排二十四位，香港大學排二十七位，比加州大學柏克萊的二十八位排得更前；香港科大排三十六位、中大排四十四位、城大排五十五位、理大排一百一十一位、浸大排二百七十八位、嶺大排六百零一至六百五十位之內。

港3大學獲世界年輕大學排名首10位　科大排第2

國際高等教育研究機構Quacquarelli Symonds（QS）公布最新世界年輕大學排名，曾排名首位的科技大學繼續屈居第二，新加坡南洋理工大學就連續三年蟬聯首位。本港共有4所大學上榜，其中三所的排名維持不變，浸會大學的排名就由去年的22位，升至今年的19位。

科技大學、城市大學及理工大學今年再次晉身QS全球年輕大學排名的10大（見表），雖然分別穩守第二名、第四名及第六名，但整體得分都較去年低，得分減少3.8分至6.2分不等。

科大回應指，對排名第二位感到欣喜，會視排名為參考，以協助了解大學的表現及需改善的地方。理大則表示，評估大學成功與否的因素眾多，非單憑排名衡量。

對於本港社會近年擔憂大學的學術自由會受干擾，QS回覆本報查詢指，由於評選指標中的師資聲譽及研究，考慮到大學5年內的表現，故外界對大學觀感的改變，未能即時從排名中反映。

QS認為，排名反映本港的大學整體表現的正面的趨勢，評選指標中衡量的校園生活似乎不受學術自主的爭議影響。

首50名QS世界年輕大學排名中，以亞洲區最多，共有16所大學入圍，當中排名首六位的年輕大學均來自亞洲。澳洲共有10所大學入圍排名首50位，為最多上榜學校的國家。科技類大學也大行其道，在十大中佔六席。

QS年輕大學排名乃根據2016/17年度QS世界大學排名，按照6項指標評選，包括學術地位（40%）、師資聲譽（10%）、部門學生比例（20%）、各部門能力（20%）、國際學生總數（5%）及國際部（5%），評定50間校齡50年以下的大學，列出世界年輕大學的排名。

本港的大學於2016/17年度QS世界大學排名中整體都有提升，按早前公布的排名，港大由去年的第30位，上升3位至第27位。

英國教育期刊《泰晤士高等教育》發表本年度世界大學排名，港大較去年上升一位，排第43，但仍連續兩年跌出亞洲區三甲。該期刊未有正面回應香港學術自由受干預有否影響排名，但指本港各大學與世界各地學者合作出現困難。

港與各地學者合作困難

英國《泰晤士高等教育》（Times Higher Education簡稱THE）發表2016至2017年世界大學排名，本港有六所大學進入前400位，其中以港大最高，科大、中大、城大、理大排名亦較往年上升。

對於本港學術自由受損會否影響排名，期刊負責人覆稱，本港各校在「國際表現」一環整體表現頗為優異，尤其是國際教員及學生比例。但本港在國際文獻上的成績反映院校與世界各地學者合作出現困難，而與國際學者能否合作是成為一流大學的關鍵。

編輯部又指本港各校排名上升源於機構和研究收入增加及大學研究效率提高。大學排名主要根據大學學習環境、研究環境、研究引用量、國際形象及工業收益等五項指標評分，全球前三甲繼續由英美名校包辦。

教育update——香港卓越獎學金計劃接受申請

　　香港卓越獎學金計劃（獎學金計劃）現已接受申請。有意於二○一七/一八學年（即二○一七年八月至二○一八年七月期間）起入讀香港境外世界知名大學的學士學位或研究院課程的合資格學生，可在二○一六年十二月三十一日（下午六時）或之前，通過獎學金計劃網站（www.edb.gov.hk/hkses）的網上申請系統遞交申請。

　　獎學金計劃的目的是資助本地學生到香港境外的世界知名大學進修，從而培養具備環球視野、國際網絡，以及一流教育水平的優秀人才。

　　同時，獎學金計劃旨在資助學業成績優異的清貧學生入讀香港境外的頂級大學。

　　申請人須符合以下兩項準則才符合資格申請獎學金計劃的資助：（a）擁有本港居留權或本港入境權或持單程證進入香港；以及（b）在境外課程開展前連續在港住滿三整年。

　　此外，在學士學位課程方面，只有在港接受正規學校教育的學生才符合資格。在研究院課程方面，不論其學士學位學歷是在本港或境外取得，均符合資格。

　　獎學金計劃的甄選原則是擇優而取，並以選拔最優秀的香港學生入讀世界知名大學或課程為目標。

　　甄選工作取決於申請人的學業成績及其他個人特質，例如領導才能和潛質、對香港的貢獻和承擔等，特別是申請人在修畢課程後回港工作並對香港作出貢獻的計劃，將會是甄選時的主要考慮因素。

　　得獎者必須修畢指定課程，並承諾畢業後回港工作最少兩年，或相當於獲獎學金資助的年期，兩者以較長者為準。

　　所有得獎者毋須通過入息資產審查均可獲發獎學金支付學費，以每年二十五萬港元為上限，兩者以數額較小者為準。此外，需要額外升學支援的學生可獲發放經入息資產審查的助學金，以每名學生每年二十萬港元為上限。

專責小組提科研藥方　助升排名（程尚達）

　　國際高等教育資訊機構QS公布最新的世界大學排名，本地「一哥」香港大學微升一級至二十五位，但參與排名的七所本地資助大學之中，五所排名下跌，城市大學跌出首五十位，理工大學更跌出全球百大。與此同時，由港科院院長徐立之牽頭的「檢討研究政策及資助專責小組」，公布七大改善本港研究撥款機制的建議。有教育界友好坦言，隨着亞洲地區大學競爭愈見激烈，專責小組報告正為本港大學改革圖強，提供可行的藥方。

　　今年QS世界大學排名，本港四所大學躋身全球百大，然而，除了港大與浸大外，其餘參與排名的院校排名均見下跌，但QS強調本港在高等教育體系的優勢仍然明顯，尤其港大、中大及科大在學術聲譽的質素保證，力保全球前百名。友好坦言，今年排名下跌對高教界是意料中事，「相較亞洲鄰近地區，近年科研投入是天文數字，比如新加坡國立大學與南洋理工大學，今年進佔第十一及第十二位，北京的清華大學亦躋身第十七位，這反映香港縱使具傳統優勢，但鄰近地區大學已急起直追。」

　　無獨有偶，「檢討研究政策及資助專責小組」提出中期建議，友好指小組對本港現況的分析，存在研究撥款有限、資源分散、協作規模不足等問題，均影響本港大學在科研上的競爭力，「科研人才面對『巧婦難為無米之炊』的現實，中央政府的『資金過河』是活水，但本地的研究基金受限於投資回報，政府是否須以其他方式撥款，同時開拓私人機構的研究資金，正是小組留待政府思考的問題。」

　　友好坦言，小組提出鼓勵院校合作，比如以獨立運作的聯合研究院，確有新意，「就以麻省理工學院與哈佛大學合作的博德研究所為例，兩所世界排名前列的大學合作，正是共贏互利的效果，這些跨校跨學科形式更匯集人才，亦使得具策略及區域性，重要價值的研究題目在港進行，而不再是院校單打獨鬥，實際上合縱連橫是應對國際競爭的必然趨勢。」

　　觀乎專責小組的七大建議，除了增加研究撥款，更建議在現行機制上拆牆鬆綁，可見資源到位之餘，如何善用並達最大效果，始是小組所關心。這些改善措施，日後如何反映本港大學的國際排名，值得期待。
