Anybody has experience getting a study permit for minor children (e.g. under 19 for Vancouver) without the custodian declaration?

It says in the Government of Canada website that:

"Applications from minors between 17 years of age and the applicable provincial or territorial age of majority at the time of application should be assessed on a case-by-case basis. In assessing whether the custodianship requirement should be applied, officers may exercise discretion in requesting additional documentation or an interview."

It seems that the officer will decide whether a custodian certificate is required but then it may delay the application process if further documents are submitted later.  Will it be better just to get it first in case it is required?  Where can the certification be done?  Does it have to be done by a notary public?  Any cheaper way to do it?

Grateful if you could share your experience.  My friend's son is already18 and will be going to a University in Vancouver. Thanks.

不同省份要求不同,例如BC的成人年齡是19歲。

I'm also now preparing to submit my application for study permit. Hope to share our information.

When completing the Custodianship declaration (IMM5646), there are 2 pages, one for parents to make parents' declaration and the other one should be prepared by the custodian.

For the former one, we may go to District Office to make declaration. For the latter, I think we need to approach the custodian to prepare for us. I just find an agent in Canada (as recommended by the university) to help to do so and these documents are under preparation.

Many thanks for your sharing.  This is also how I understand it.  My friend's son has found someone in Vancouver to be his custodian who will take care of the declaration on his side.

Study permit document checklist :
last item:
- A study plan, approximately one page in length, written by student.

1) 申請讀中學需要寫study plan 嗎?
2) Citizenship = passport nationality?

1) Not sure. On one hand, study plan is a requirement for study permit application which I think it is irrespective of secondary school or post-secondary.  On the other hand, the study plan shall include : ... how this Canadian diploma or degree will increase your employment chances. It makes us confused. To play safe, it would be better to make it.

2) With reference to the Guide 5269 - applying for a study permit outside Canada, it means your immigration status. I have checked our Immigration web and I fill in citizen.

Hi, I wanna know more about custodian requirement too. Can my child's grandma be his custodian? His grandma is a Canadian Citizen but currently living in Hong Kong.  But his grandparents will accompany him to Canada to study.
