Their case is different because they just arrived Hong Kong. ESF has "reserve" seats in some of their schools to take children "new" to Hong Kong.

Yes, that's true ! ESF will 'reserved' some seats for the kids who new to hk.

BHS and KJS are both very popular in Kowloon area, and they are heavily over subscribed... I think the ones on the island side would have less applications compare to NT and KLN.
