2016年度香港醫務委員會執業資格試(第一次考試)

除香港大學及香港中文大學的醫科畢業生外，凡有意向香港醫務委員會(即委員會)註冊以獲取執業醫生資格的醫科畢業生，必須通過委員會舉辦的執業資格試，並須於認可的醫院或醫療機構完成一段註冊前的駐院實習及評核。

任何醫科畢業生必須符合下列條件，方可申請參加2016年度執業資格試(第一次考試)：

(a)	該生已向委員會提出申請，並為參加執業資格試而向註冊主任繳付訂明費用 ; 及
(b)	該生使委員會信納其本人 —
	(i)	於提出申請時已圓滿地完成不少於5年的屬醫務委員會批准類型的全時間醫學訓練，並是醫務委員會接納的醫學資格的持有人；及
	(ii)	具有良好品格。
(c)	為符合上述(b)(i)項的要求，該5年醫學訓練必須包括一段醫務委員會所批准的駐院實習期。

簡單啲講，香港醫務委員會只接受 "外國註冊醫生" (並不是醫科畢業生) 考香港執業師，合格後再實習先可註冊成為香港註冊醫生。However, only graduated with a medical degree in oversea does not make one a registered Doctor at that city (or country). One need to have certain period of houseman (normally 1-2 years) before registration.

mannin2014說得對，要成為海外註冊醫生，必須讀完5年或6年醫科課程後，畢業合格，並向當地政府衛生部門申請做實習醫生 (internship/foundation training/ houseman) 1年或兩年後 (期間工作表現滿意)才能成為當地註冊醫生(美國，加拿大除外)！
但由於實習醫生是有薪酬的，所以通常空缺是優先留給當地人，海外學生如沒有right to work, 就很難爭取到實習機會！
其實這問題的產生，是由於醫科生學額是由當地大學決定，但是實習醫生卻是由當地衛生部門因應醫療服務需求而決定，而大學錄取醫科生名額，遠比實習醫生空缺為多, 故此海外醫科生要在當地找到實習機會並不容易！

英國2016年開始，要有 the right to work in UK (即是有 UK or EU passport) 才能獲得實習醫生職位

For the UK Foundation Programme commencing in August 2016 (FP/AFP 2016), we expect there will be more fully eligible applicants than there are vacancies. If this is the case, applications from individuals who are not able to provide evidence of their right to work in the UK by 14 January 2016 will not be considered.

If you cannot provide evidence of your right to work in the UK by 14 January 2016, you may still submit your eligibility documentation for consideration. If you are deemed eligible to apply for FP 2016 subject to providing evidence of your right to work, you may go on to submit an FP 2016 application when the submission period opens on 5 October 2015. However, you should bear in mind that you will be required to sit a Situational Judgement Test (SJT) in the UK on 4 December 2015 or 8 January 2016 and it is very likely your application will not be considered under the Home Office resident labour market test. The resident labour market test dictates that applicants with the right to work must be considered first, and it is anticipated there will be sufficient fully eligible applicants to fill all available vacancies.

問題就是現在香港政府要求海外醫科生必須於當地完成一年實習期，回港後才有資格考執業試
這條件是港府近年才加添的，這無疑是把無法於當地獲得實習空缺的海外醫科畢業生摒諸門外，

此外，考完執業試後又要重新實習，即是要實習兩次，這是非常費時間!

That is wrong. The licensing exam is controlled and administrated by HK Medical Council. Nothing to do with the government. And the licensing exam is meant to give oversea registered doctor a pathway to register (and work) in HK, but NOT given to medical degree holder. This has never been changed. What been changed since 1997 was that doctors with oversea medical degree and license are required to sit the exam.

Yes, manning2014 you are right. This rule is set by the HK Medical Council, and not the Govt.Thanks for correcting my mistake.

我想指出的是，近年海外醫科生是愈來愈難找到實習機會，變相畢業後回港，都很難符合應考香港執業試的資格!

Frankly speaking, I don't see any problem at all in finding a job placement after graduation either in UK or in Australia (it just hear say rather a fact). Of course, one has to be flexible to work at any part of the country. You can't expect everyone can work in London or Sydney (even for local). The hard part is it is extremely difficult to pass the licensing exam to get registered in HK. Therefore my advise is don't worry about this part but worry about whether your kids can get in any medical school at all.

Actually it's not sth new. Other healthcare professionals such as pharmacists also require the applicant to be a registered pharmacist oversea before sitting the exam by the board in HK. So I am not surprise if the same applies to doctors.

You have to look at thebigger picture if you really want to understand or go ahead to prepare yourchildren to study medicine. You can’t just quote a single data which does notreflect the whole picture at all.

The question that we interested here is whether thegovernment has set any barrier to oversea students to get a internship/housemanat their country after graduation, No, they don’t in Australia. Instead theyspecifically made a pledge

The Federal Government:

1. Tomaintain the integrity of the process of offering internships to internationalstudents, continue to offer Commonwealth Medical Internship to internationalstudents.

2. Thereis capacity to train these graduates within the public and private systems, butfunding is needed to employ and train them;

3. Wemay need over 100 additional internships across Australia to fix the internshipcrisis for 2014 (estimated cost $13+ million), but we must act quickly, beforethese students graduate;

4. Werequire immediate funding to fill the internships shortage for 2014 and along-term policy that prevents this issue from resurfacing every year.

The shortfall in Australia is merely due to the factthat “medical student number have increased since 2004, with numbers doublingbetween 2000 and 2014”. Besides,there is only a 186 shortfall out of 3449 (make up5% only), and called it a INTERNSHIP CRISIS? Every year, there is over 500oversea medical graduates, that mean another few hundred got employed (assumingall 186 shortfall was all the overseas graduates). So the true is whether you can get employed rely on graduates’ability, not their nationality.

Thx Hongchu! But I read the Foundation Program through, it seems student just has to apply tie 4 visa like the student visa with the school supporting document.

Did any see medical students get rejection from immigration office for tie 4 application so they cannot finish the last 2 years foundation program?

With an average of 5-6% of international students being accepted by UK med schools, does it mean international student being accepted shall be able to continue after the first 4 years to comple the last 2 years practice ?

This is not news. The conversion past rate for HK medic exam is about 1%

You can see here the passing rate of the Licensing Examination is around 30-45% (2008-12). And yes, the rate will get a bit higher because of the shortage.
