If that sounds like a bad start, there's worse to come. At Primary Five and Six, pupils are linked to various bandings - depending on how well they perform at school examinations and their second TSA at Primary Six.

This is contrary to what it was not long ago. Did EDB change the rule recently or the author of the article made a mistake?
