2 determining factors:

1. C must be even ==> C could be 0,2,4,6,8
2. 3C+2D must be divisible by 3 ==> D could be 0,3,6,9

And C & D are not identical, total of such numbers = 3+4+4+3+4=18

The biggest of which is 389898.
