There is no harm to keep C as insurance offer at this stage. Even if your son cannot meet the conditions of C, but just fail to meet by a little margin, C may still accept your son.

How to notice the chosen university about the HKDSE result announced 15/7?
Email to admission office with UCAS application number and result attachment directly?

It depends on the University. Some will ask you to email/fax then bring original for verification upon arrival. Some will require your secondary school to chop the photocopy and mail directly to them.
