I would like to know if it is possible to get an offer in year 2 for IS, especially KJS and RC?

KJS or any other ESF: you can still apply but be prepared to wait until Year 7 when the next round of applications is open!
RC: I guess the waiting list is very long but should be easier compared to ESF.
