IB curriculum has three stages: PYP, MYP and DP (grades 11 and 12)

Victoria Kindergarten follows the PYP (Primary Years Program)

You do not HAVE to start IB curriculum from preschool levels. You can switch into IB anytime, provided you can a seat with an IB school.

If you do decide to go for IB, I suggest you pick a school with longer IB history or experience and which has more financial.resources.

IB program is.for.srudents aged 3 to 19

3 to 10  Primary Years Program (PYP)

11 to 16  Middle Years Program (MYP)

17 to 19  Diploma Years Program (DP)

Hence IB is a through train program.from age 3 to 19 and not just a 中學制度。

Some local schools in HK offer only the DP, while some international.schools adopt only the MYP and DP.

I do not know about THINK, but Victoria is IB through train all the way from PN to Year 12.

I am not saying which one is better here though.  I have no knowledge about Think and cannot put in comment in this respect.
