Does EDB set any quota? Or it is the decision of the local uni?

No, the EDB hasn't set any quota for non-JUPAS local students. However, due to the recent pressure from media, general public and legislative councillors, the individual faculty or department will be more careful in deciding the number of non-JUPAS students to be admitted. HKU medicine is a typical example.

This is also what I understand. Apparently, only medicine has more rules with local non-jupas. Other popular programs like law, qfin, archi, do not have as much pressure from outside.

I think the pressure is there but HKU medicine is the first one to reduce the non jupas quota.

My son is now in S1 in a local school which offers both DSE and IB. He asked me whether I should choose DSE and IB.

In term of competition (no. of applicant) , which path should he choose?

if his chinese level is good, I think DSE is easier. IB you need to compete with the whole world.

Then percentage should not be on Jupas or non Jupas. If there is a quota, it should be on HK citizen and non HK citizen.

Why should HK citizens opting to study non DSE secondary curriculum be losing their right to study in HK universities? They pay tax, unable to get the free education benefits, and be discriminated against in University application?

HK citizen should have the basic right to university education in HK regardless of the secondary curriculum they happen to study.

You are right. The quota is set on "non-local" students. They are the students who need student visas to study in Hong Kong.

But brother4's question is whether there is another quota on local students (HK citizens) who take non-JUPAS route. The answer is no formal quota. However, as JUPAS and non-JUPAS students cannot be compared apple to apple, because they take different exams, we doubt the faculties have some figures in mind, that non-JUPAS students should not exceed certain percentages of the total places available. Otherwise, when the figures go public, the general public will comment that the game isn't fair for JUPAS students. The general public usually think that non-JUPAS students are privileged class that can afford paying high tuition fee, to get an easier route to HK universities.

Th society does not have a quota for billionaires like LKS to access public transportation or public medical services. They can use these services as they see fit regardless of how much money is in their pocket. Public Housing exists to look after low income groups, that is fine. HK university education did not exist to look after low income groups, why penalize those HK citizens who happen to study a non DSE curriculum?

Why should a HK citizen denied of HK university education because of non DSE and some invisible "quota", not based on individual merits?
