I am not sure if they start writing at reception, but eventually they will read and write :)

I think you should just refer to this. Not hard to find, only took a few clicks via google and then into the CDNIS website:

All in all the Chinese program at CDNIS should be okay, but not as strong as ISF/SIS/CIS etc. They do put lots of resources into the Chinese program and have just built a new Chinese library website. Whether that is sufficient to raise interests in and abilities of the students' Chinese is another question.
