Advice from Cambridge YLE Flyers webpage:

Children should be ready to start preparing for the next Cambridge English exam – Cambridge English: Key for Schools or Cambridge English: Preliminary for Schools – if they achieve a total of 10 or 11 shields, or above.

But is there big difference between PET and KET? Just know KET's level is just a little bit more difficult than flyers.

In addition to tell the difference from their CEFR levels, you may borrow past papers or download sample papers for comparison to see the difference.
Your child may also do a quick test to find the appropriate test level:

With Flyers 15 shields, better try PET or above directly.

For my son's case, I followed the below steps.

1. I shortlisted two tests that may suit my son's proficiency level in my understanding.

2. To borrow the past papers from public library and let me son tried one set of reading paper from each level as he is stronger and more confident in reading than writing.

3. Checked the result and provided feedback to my son. Then, let him tried another set of reading paper.

4. I chose the highest test level where my son has achieved over 80% in the reading paper.

Thanks so much for your recommendation, i will let her do the PET test first and see whether she can handle it or not, good idea! By the way, you are very patient!

PET is one of the Cambridge English Exam. Please check:

You can borrow past paper from HK public library. Would suggest you to use their online catalogue system to locate/reserve the past paper.

我女p3考pet 都有80分，冇想象中難，我地讀開英文小學，冇操過pass paper 的。
