Your friend must be mixed up, there is no nomination right for ESF kindergartens, only for primary and secondary schools.

Tsing Yi should be a little easier this year because there will be a new ESF kindergarten opening in Tung Chung and should offload some of the demand on Tsing Yi, children who live on Lantau will apply to the new kindergarten instead.

What FattyDaddy said is quite true. ESF-TY should be easier to get in, especially since Lantau is full of expat kids so the competition is less fierce now that the native English speaking kids have their own ESF KG.
