Agree with 小曳人 that a lot has to do with parents.  But I want to say, good books from school helps busy parents in picking fun, inspiring books for their children.

Most parents like to pick only graded readers going from level 1 to level x.

This is a convenient way to learn the words, sentence and language.  But often, they dont get children to fall in love with reading.

I like.Vixtoria's 創意reading scheme.  It showed me.what.sort of.books children will love to pick up and try to read.

u have to go to the book shops and book fairs often.  Actually those level 1 to level x books are gd, but sometimes I wont limit by the levesl, I will pick those that are suitable for my kid
I bought many books for my daughter, like Oxford Trees, Maisie the mouse, Olivia the Pig, Dora, Peppa Pigs...I will buy 1 from the above selections first.  If I find she is interested, I will pick more for her.  Remember the interest of the kid is the top priority, u have to let him or her have the initiative to pick up the book.  For me, this really works well.

Actually, the school does not pass recommendations on specific books to parents, nor does it encourage parents to buy any particular titles.   But from the books that my child brings home from the school library which she couldn't wait to start reading immediately when she get home were the ones that, from an adult's perspective, "stupid", silly stories that didn't make much sense.  The anecdotes weren't meant to teach the children any moral lessons or wisdom of life or anything academic, but bring smiles and giggles when the children read them.
They may not know all the words at the bottom of the pictures, but they would like to find out what the words are.

So I guess the general rule is :  Find books that make reading fun.
