Last year, They said all the letters are mailed from CWB admin team directly n so the arrival time should be similar, subject to your area. Actually second in almost give you an offer for those non sibling, non PG kids. It is not marginal in my view.

If bb has siblings who are current student or alumni then no need 2nd. 2nd in is for principal to know the parents. If u have a child studied or currently studying in the same campus then principal already know you n thus no need 2nd in.
