If you are a green card holder, you will be counted as an US citizen as far as college admission is concered.

Your case will follow the international queue. In the school application form, it will ask if you are native in English. If your child goes school in HK, then you will have to provide tofel score. That means u r non local student. I completed my high school in Canada but not more than five years of English education environment. All the schools that I applied considered me as international student. I believe each school treat this differently. You should ask your child to call the school directly.

Whether you are an international students or a local US students (as far as application for admission to US colleges is concerned) depends ONLY on the passport you hold.

If you hold an US passport or Green Card, you will be treated as an US applicants, irrespective where you receive your education. For example, if you are a US passport holder, you will be treated as an US applicant even if you study in Hong Kong (for example, QC, QES, KC, DBS, DGS or CIS).

If you do not receive education in US or if your have less than 5 years of instruction in the medium of English, you will be required to submit TOFEL scores (depending on the colleges you apply) to prove your proficiency in English. If you are a US passport holder or if you hold a green card, you are still classified as an US applicant.

Hi Shootastar, 早前到小兒學校參與美國升學講座, 負責人提到最少 4 years of instruction in the  medium of English, 就不用TOFEL, 而小兒傱Year 2開始已在(英基)所屬學校上課. 因此不用TOFEL, 但在申請大學時是否要學校出証明信.

In theory your kid does nort need to send a letter to confirm that he has studied in a school using Engklish as a medium for more than 4 years. Your son's councillor can confirm this in his report to the colleges applied for.
However, I suggest your son to take the Tofle. It is not difficult for an IS student to obtain score 110 or more. You can use the score to show your English level in case that your verbal and writing portion of SAT are not good. The college admission tutor will understand that you are not a native speaker and can view your "low" SAT score leniently.

By the way, the information provided here is very good. Thanks so much! It is confirmed we must pay tax in order to enjoy the in-state university fees. My elder girl is Form 3 now, does she need to study any English when she arrives in LA? She studies in St Mary's.

She is successfully into the ENlgish program offered by UCLA that counts 8 units. Do u know are these units tranferrable to one of the  universities one day after 3 years?

According to my friends in LA, Arcadia, South Pasadena, are the good public school areas.

To the original poster: different U.S. colleges have different admissions criteria. Some will consider the citizenship, but some don't and only consider the school offerings in that country.
